    التأمين و دوره في التنمية الإقتصادية

    تعالج هذه الدراسة موضوع التأمين و دوره في التنمية الاقتصادية دراسة مقارنة بين التأمين التجاري و التأمين التكافلي في الجزائر خلال الفترة 2010 م- 2020 م، حيث بينت ماهية التأمين التجاري و التأمين التكافلي من الأسس النظرية، الشرعية، العملية و القانونية، مع عقد مقارنة بينهما على ضوء هذه الأبعاد. و في مرحلة تالية من البحث تم التركيز على وظائف شركات التأمين التجاري و التكافلي و نمط إدارتهما للاعمال التأمينية و الأنشطة الاستثمارية المتنوعة الصيغ و أثر ذلك على الاقتصاد الوطني، كما وضحت الدراسة هيكل سوق التأمين الجزائري بدءا بالحقبة الاستعمارية، مرورا بمرحلة الاستقلال أين تم احتكار النشاط التأميني من طرف الدولة، وصولا إلى مرحلة الانفتاح و التحرير الكلي الذي ساهم في بعث المنافسة بين شركات التأمين العامة و الخاصة الناشطة في الوطن، الأمر الذي دفع المشرع الجزائري إلى سن اللوائح و القوانين المنظمة للنشاط التأميني و الاستثماري على حد سواء، و قد تمحور الهدف الرئيسي للدراسة على إبراز علاقة التأمين بالتنمية الاقتصادية، و بيان أثر إنتاج شركات التأمين الجزائرية على الاقتصاد الوطني. و توصلت الدراسة لنتيجة مفادها ضعف الأداء الاقتصادي لقطاع التأمين الوطني بناء على المؤشرات القياسية المتعلقة بمعدل الاختراق الذي بلغ 0.71% و مؤشر الكثافة الذي قدر ب 3136 دج، و مرد ذلك يعود لأسباب تشغيلية، اقتصادية و قانونية، و هو ما جعل السلطات العليا في البلد تتبنى التوجه نحو التمويل الإسلامي و تشجيع التأمين التكافلي؛ عن طريق فتح شبابيك تقدم خدمات التأمين التكافلي في شركات تأمين تجارية، و إنشاء شركة تكافل عمومية كخطوة مبدئية لدعم نشاط التأمين التكافلي في الجزائر و تفعيل دوره التنموي في البلد. This study addresses the topic of insurance and its role in economic development ، a comparative study between commercial and symbiotic insurance in Algeria during the period 2010-2020 It highlighted the theoretical، legitimate، practical and legal basis for commercial and symbiotic insurance and a comparison between them in the light of these dimensions. In the next phase of the research، emphasis was placed on the functions of commercial and symbiotic insurance companies and their management pattern of insurance businesses and diverse investment activities and their impact on the national economy. s insurance market from the colonial era، Through independence where the State's insurance activity was monopolized in order to achieve openness and total liberalization that has contributed to the creation of competition between public and private insurance companies active in the country، This prompted Algerian legislators to enact regulations and laws governing both insurance and investment activity. The main objective of the study was to highlight the insurance relationship with economic development and to demonstrate the impact of Algerian insurance companies' production on the national economy. The study found that the economic performance of the national insurance sector was weak on the basis of benchmarks for the penetration rate that of 0.71% and the density index estimated at 3136DA، owing to operational، economic and legal reasons، which led the country's higher authorities to adopt a trend towards Islamic financing and the promotion of symbiotic insurance; Through the opening of Windows، it offers Takaful insurance services in commercial insurance companies، and the establishment of a public Takaful company as an initial step to support the Takaful insurance activity in Algeria and activate its developmental role in the country.

    جدل الدين و تاثيرهما في التكوين التاريخي للمجتمع الجزائري عند مولودقاسم نايت بلقاسم

    تناقش هذه الورقة سؤال الهوية في الجزائر، وأبرز أسبابه ومحدداته، عند مولود قاسم نايت بلقاسم، وذلك عن طريق فتح ملف تكوينية المجتمع الجزائري، وتطوره في فترات تاريخية مختلفة، مع بيان دور اللغة الأمازيغية في الحفاظ على تفرد هذا المجتمع، الذي ورغم معاصرته للعديد من شعوب الحضارات المختلفة، بقي محافظا على لغته وعاداته، رغم الفوات الحضاري الكبير الذي كانت تتميز به الشعوب الوافدة إليه، كما تسلط الضوء على دور الإسلام في تغيير البنية الاجتماعية الأمازيغية/الجزائرية، وكيف استطاع التغلغل لداخل هذه البنية وتطويعها، حتى أضحى الانتساب للعرق العربي شرفا، ومدعاة للتفاخر بين الأمازيغ أنفسهم. وفي ضوء هذه الجدلية ناقش مولود قاسم إنية/هوية المجتمع الجزائري، والتي يرى أنها ترتكز على أربع مقومات رئيسة هي: اللغة والدين والتاريخ وحب الوطن، وبهذه المقومات يستطيع الانسان الجزائري الحفاظ على أصاليته، والنجاة من عواصف التغيير التي تعصف بالمجتمعات. This paper discusses the question of identity in Algeria, and its most prominent causes and determinants, according to Mouloud Kassem Nait Belkacem, this is done by opening the file of the formation of algerian society, and its development in different historical periods, with clarification The role of the amazigh language in preserving the uniqueness of this society, which despite its contemporaneity with many peoples of different civilizations, he maintained his language and customs, despite the great civilizational progress that characterized the peoples coming to it, it also sheds light on the role of islam in changing the algerian social structure, and how he was able to penetrate into this structure and adapt it, so that belonging to the Arab race became an honor, and a cause for pride among the Amazighs themselves. In light of this controversy Mouloud Kassem discussed the identity of algerian society, which he believes is based on four main components: language, religion, history and patriotism, With these ingredients the algerian person can maintain his authenticity, and to survive the storms of change that ravage societies.
