    تعتبر مكافحة الفساد على جميع الأصعدة أولوية، نظرا لما للفساد من آثار وخيمة وخطيرة على تعبئة وتخصيص الموارد اللازمة والضرورية للقضاء على الفقر. هذه المكافحة تستدعي تدخل الهيئات والمنظمات الحكومية وغير الحكومية على جميع المستويات تتمتع بالقدرة الكافية على اتخاذ الإجراءات الضرورية والتدابير الوقائية والردعية الفعالة ضد الفسادThe fight against corruption at all levels is a priority. Given the dire and dangerous effects of corruption on mobilizing and allocating the necessary resources to eradicate poverty. This fight requires at all levels the intervention of strong international governmental and nongovernmental institution capable of taking effective measures of prevention and repression against corruption
