    فئة ذوي الاحتياجات الخاصة (المعاقون) هم الفئة الأضعف داخل المجتمع لأنها الأكثر عرضة للجريمة بسبب عدم قدرتها على الدفاع عن نفسها، الأمر الذي يجعل منها هدفا سهلا للمجرمين فكان من الضروري إحاطتها بحماية جزائية خاصة، قصد قطع الطريق أمام المجرمين الذين يتعمدون الاعتداء على من يعانون ضعفا جسديا أو عقليا قصد المساس بسلامتهم وممتلكاتهم. The persons having special needs disabled persons are the most vulnerable in the society, because they are the most displaying in cream owing to their inability to defend their self what by way of easy targets for the criminals, they requires special criminal protection to cut the road of the criminals who deliberately attack those that suffer from a physical or mental weakness to undermine their security and their property.
