جائحة كورونا والاهتزازات الامبريقية لحوكمة الصحة العالمية

في محاولة بحثية متعددة المستويات نعالج تقويميا ونفحص تجريديا مدى تأثير جائحة كورونا على حوكمة الصحة العالمية، وخلق نمطية أكثر لفعالية الترتيبات المؤسسية الصحية في ضبط لهذه الجائحة العابرة للحدود، من خلال مراجعتنا لأهم النماذج المفسرة للاختلالات التي تعرقل اصلاح المنظومة الصحية العالمية، خاصة عن مدى جاهزية هذا القطاع في تلبية الحد الأدنى من الرعاية الصحية للدول النامية. تم الاعتماد على خطة منتظمة أمكن من خلالها الاجابة عن اشكالية الدراسة وفحص الافتراض العلمي للتحقق من مدى تأثير جائحة كورونا على حوكمة الصحة العالمية، وتعرية الخطابات المعيارية أمام الجهود التي تعرقل مجهود الاصلاح. In a multi-tiered research effort, we are addressing orthographically and gradually examining the impact of the Corona pandemic on global health governance, and creating a more typical of the effectiveness of health institutional arrangements in controlling this cross-border pandemic, through our review of the most important and explained models of imbalances that impede the reform of the global health system, particularly on the readiness of the sector to meet the minimum level of health care of developing countries It was based on a systematic plan that could answer the problems of the study and examine the scientific hypothesis to ascertain the impact of the Corona pandemic on global health governance, and to strip normative rhetoric in the face of efforts to impede the reform effort.
تمثّلات قيم المواطنة لدى تلاميذ المرحلة الابتدائية في ظل إصلاحات الجيل الثاني

لا شك أن العملية التعليمية هي محاولة إعداد برامج دراسية من أجل توجيه التلميذ وتنمية سلوكه، لتتماشى مع البيئة الاجتماعية من أجل رفع المستوى التعليمي. وجاء التركيز في هذه الدراسة على إصلاح المنظومة التربوية في المدرسة الجزائرية، حيث تم اعتماد اصلاحات الجيل الثاني من أجل معالجة قصور المناهج السابقة، وتكمن أهميتها في التكفل بالبعد القيمي والأخلاقي في المناهج، والهدف من ذلك تكوين تمثّلات إيجابية لدى تلاميذ المرحلة الابتدائية حول قيم المواطنة التي تشمل أبعاد الهوية الوطنية والانتماء الوطني واحترام رموز السيادة الوطنية. The educational process, with no doubt, is an attempt of preforming study programs for the pupil orientation and the development of his behaviour according to the social environment. It aims to improve his educational level. This study focuses on reforming the educational system in the Algerian school. The 2nd generation reforms have been adopted for improving the previous curricula discrepancy. Their importance lies in ensuring the value and the ethical dimension in the curricula for forming positive representations with the pupils at the primary stage about the citizenship values, which include the national identity dimensions, the national belonging, and respecting the national sovereignty symbols.
سؤال الأمن الثقافي زمن الانفتاح الرقمي

إن الكيان الحضاري لأي شعب يعبر عن مجموع قيمه، معتقداته، التي تشكل ثقافته الوطنية ;هويته الحضارية التي تميزه عن غيره من الشعوب، وفي عصر شهد تسارع رهيب لاستخدامات تكنولوجيا الاعلام والاتصال كأبرز مخرجات العولمة فرضت أنماطا جديدة للتفاعل الاجتماعي بين الشعوب والأفراد تداخلت فيها الثقافات واختلطت القيم، فأصبح الحديث عن ثقافات معولمة بمعالم جديدة ولدت أزمات اجتماعية كأزمة الهوية والثقافة الوطنية ، وأزمة الاندماج ...، فالتغير السريع الذي تشهده مجتمعاتنا على صعيد المنظومة الثقافية والقيمية توجب البحث عن مقاربات معاصرة قادرة على تفسير العلاقة بين الفرد والمجتمع الرقمي ضمن منظومة تفاعلية قائمة على الحفاظ على الموروث الثقافي وتقبل الثقافات الأخرى، الأمر الذي يدفعنا الى البحث في آثار الانفتاح الرقمي على الأمن الثقافي و تحديد عوامل تعزيز الأمن الثقافي وحماية الخصوصية الثقافية في مقابل تحقيق الانسجام والتوافق مع الثقافات الأخرى. The civilizational entity of any people expresses the sum of its values, beliefs, and habits that express its cultural identity that distinguishes it from other peoples. The era of information and communication technologies imposed new patterns of interaction between individuals in which cultures overlapped and values were mixed, so the talk about globalized cultures with new landmarks generated social crises. Numerous, necessitated the search for approaches capable of explaining the relationship between the individual and the digital society based on preserving the cultural heritage and accepting other cultures, which prompts us to research the effects of digital openness on cultural security and identify factors that enhance cultural security and protect cultural privacy in exchange for harmony and compatibility with other cultures.
فعالية التعليم عن بعد في مؤسسات التعليم العالي في ظل جائحة كوفيد19

لطالما كان نظام التعليم العالي والبحث العلمي بشتى الجامعات وفق النمط التقليدي (الحضوري). لكن بعد ظهور جائحة كورونا (كوفيد19) وجدت مؤسسات التعليم العالي نفسها امام خياريين لا ثالث لهما: إما أن تتبني أنماطا جديدة للتعليم ومواصلة العملية التعليمية أو تعليق الدراسة وتوقفها. وضمانا لاستمرار العملية التعليمية، كان لزاما عليها الانصراف إلى استخدام تكنولوجيا الاتصال وتقنيات التحاضر عن بعد. جدير بالذكر أن كل جامعة من جامعات العالم خاضت غمار تجربة فريدة من نوعها في ظل أزمة الكوفيد-19؛ وعليه تهدف دراستنا هذه إلى إبراز دور وأهمية التعليم عن بعد والبرهان على قدرة الجامعات في استخدام التكنولوجيا الحديثة في السياق التعليمي. كما تتطرق الدراسة لمزايا وعيوب التعليم عن بعد، ومناقشة التقنيات الجديدة التي يتم من خلالها تطبيق هذا النمط من التعليم. وضرورة النظر إلى هذه الجائحة كفرصة لا كونها تهديد محض وجب استغلالها بما ينعكس إيجابا على قطاع التعليم العالي كضمان لاستمرار عجلة التعليم سواء في زمن الاوبئة أو ما بعدها.
La Promotion Immobiliere En Algerie Lecture Critique Des Dispositions De La Loi N° 11-04 Du 17-02-2011 Fixant Les Regles Regissant L’activite De Promotion Immobiliere

Comme c’est le cas des différents secteurs économiques, la promotion immobilière étant une filiale du secteur de bâtiment, joue un rôle crucial dans la relance des économies des pays, en matière de création de richesse et de l’emploi. A partir de cette introduction, nous exposons la problématique de cette étude qui s’articule sur la timidité de contribution de la branche de promotion immobilière dans le développement de l’économie nationale. Pour répondre à cette problématique, nous recourons à la méthode analytiquo-descriptive, ainsi que la méthode comparative. En résultant à la fin que l’ambigüité des textes, la lourdeur du système bancaire sont des facteurs déterminants de la nature du rôle de cette branche. Abstract: As is the case with different economic sectors, real estate development being a subsidiary of the building sector, plays a crucial role in reviving the national economies of countries, in terms of creating wealth and employment. From this introduction, we expose the problem of this study which is articulated on the timidity of contribution of the real estate promotion’s branch in the development of the national economy. To answer this problem, we use the analytical-descriptive method, as well as the comparative method. Resulting in the end that the ambiguity of the texts, the heaviness of the banking system are determining factors of the nature’s role of this branch.
الأمن الطاقوي ومدركات التهديد لدى إسرائيل في منطقة شرق المتوسط

تهدف الدراسة لفحص واقع الأمن الطاقوي الإسرائيلي في ظل بيئة أمنية إقليمية غير مستقرة ،خاصة بعد الاكتشافات الهائلة لموارد الطاقة في منطقة شرق المتوسط، فترمي هذه الورقة إلى البحث في مفهوم أمن الطاقة والتهديدات التي تحول أمام استغلال تلك الموارد الطاقوية وذلك وفقا للتصور الإسرائيلي، لتعرض في الأخير، سياسات إسرائيل الإستراتيجية لمواجهة تهديدات أمنه الطاقوي في منطقة شرق المتوسط. The study aims to examine the reality of Israeli energy security in an unstable regional security environment, especially after the enormous discoveries of energy resources in the eastern Mediterranean region. This paper aims to research the concept of energy security. And the threats that prevent the exploitation of those energy resources, according to the Israeli perception, and finally to expose Israel's strategic policies to confront the threats to its energy security in the Eastern Mediterranean region.
سياسة التمكين من الحقوق الثقافية كمدخل للأمن الثقافي

إن ارتباط قضايا التعددية الثقافية بالعولمة يطرح تناقضا بين مشروع العولمة باعتباره ذا توجه كوني نحو الوحدة والتماثل أي فكرة تنميط العالم وبين رد الفعل الحاد من ثقافات الشعوب والأفراد أي ما يسمى بالهويات الثقافية.مما يعني أن مسار العولمة لم يؤكد فرضية تجاوز بقايا الانتماءات اللاعقلانية بل على العكس من ذلك بعث الشعور القومي وأيقظ النزاعات العرقية بشكل حاد، الأمر الذي يزيد من القوى الارتكاسية داخل الدولة ويقضي على موارد التضامن بين المواطنين فالتناسق الثقافي الوطني أصبح مهددا من الداخل والخارج . تجادل الورقة المقدمة بإمكانية رسم سياسة تسمح بتمكين الفرد من حقوقه الثقافية واعتبار ذلك مدخل لتحقيق الأمن الثقافي وذلك من خلال تحديد الفواعل والأدوار المنوطة لها في اطار تفاعلي يسمح بتجاوز فكرة صناعة المفاهيم وتنميط الثقافة العالمية.غير أن مدى نجاح سياسة التمكين من الحقوق الثقافية في تحقيق الأهداف المرتبطة بالأمن الثقافي تتحكم فيه مجموعة من العوامل الداخلية والخارجية والتي تستدعي الاسراع في وضع نظام لليقظة الثقافية بامكانه رصد واستشعار التهديدات والفرص التي من شأنها أن تعيق أو تعزز عملية تلبية الحاجات الثقافية. The association of issues of multiculturalism with globalization presents a contradiction between the project of globalization as being globally oriented towards unity and symmetry, i.e. the idea of stereotyping the world and the sharp reaction of the cultures of peoples and individuals, i.e. so-called cultural identities. Patriotism has become threatened from home and abroad. The paper argues that a policy can be developed that allows the individual to be empowered by his cultural rights and that this is an entry point for cultural security by identifying the axes and roles assigned to them in an interactive framework that allows for the idea of conceptualization and the development of global culture. Hinders or enhances the process of meeting cultural needs.
إدماج النوع الاجتماعي في سياسة وممارسة إصلاح القطاع الأمني

رغم الاعتراف الواسع بأهمية مراعاة الجندر في السياسة والتنمية بشكل متزايد، ورغم تنامي خطاب إصلاح قطاع الأمني الذي يشجع مشاركة المرأة فيه، إلا ان إدماجها ظل منحصرا جدا، وذلك بسبب الشك في مدى فاعلية ونجاعة دخولها في سياسات وممارسات إصلاح القطاع الأمني ، جاءت هذه الدراسة لإبراز المساهمة التي يمكن أن تقدمها المرأة لعمليات الإصلاح ، والتحقق مما إذا كانت قضايا النوع الاجتماعي تعتبر حقا قضية بالنسبة لإصلاح القطاع الأمني، وتستحق فعلا أن يكون لها حيزا في اجندته، كما ستقوم هذه الورقة أيضا برصد مختلف التحديات والصعوبات التي تواجه المنخرطين في الادماج (الفواعل الوطنية والدولية، والجهات المانحة) ، وتلفت النظر إلى بعض الممارسات التي يمكن أن تساعد على التقليل/الحد من هذه التحديات، ومن ثم تعزيز الإدماج الفعال للمرأة داخل المؤسسات الأمنية من أجل تحقيق الأمن الذي يخدم الإنسان بغض النظر عن كونه مرأة أو رجل. Despite the widespread recognition of the importance of gender mainstreaming in politics and development, and despite the growing rhetoric of reform in the security sector, the integration of gender in the security has remained very limited, it raises doubts about the effectiveness and efficiency of its incorporation into the policies and practices of security sector reform SSR. This study highlights the contribution of women to the processes of SSR, and to examine whether gender questions are really an issue for SSR, this paper will also present the various challenges facing those involved in planning for the inclusion, and draws attention to some practices that can reduce / eliminate these challenges, and then promote the effective integration of women within security institutions in order to achieve security that serves the human being, regardless of being woman or a man.
تأثير الصورة الإعلامية على الرأي العام

إن ما نشهده ونشاهده من موجة التطور التكنولوجي، وانتشار وسائل التواصل الاجتماعي وسط كل مجتمعات ، جعل بعض القيم؛ إن لم نقل معظمها، تتغير، وأصبح من يملك قوة هذه التكنولوجيا مهيمنا على العالم، وله القدرة في توجيه ثقافة القيم بما يخدم مصالحه، وتعتبر ثقافة الصورة أهم ما استغلوه وسعوا ولا زالوا يسعون للتحكم فيها وتوجيهها حسب هواهم، متناسين ما تتميز به الشعوب من خصوصيات. رغم هذه الخصوصية، إلا أن رواج عصر الصورة بإيجابياته وسلبياته جعلها تلقى صدى كبيرا لدى جمهورها، خاصة إذا اعتبرنا أن الصورة أشد صدقا من النصوص، فهي الأكثر استفزازا لفكر المشاهد والأوسع استحواذا على ذهنيته. لما أصبحت الصورة تستعمل لصناعة مفاهيم مقصودة، ونشر ثقافة محددة، أصبح لها تأثير على المعرفة، وتوجه الفرد وفق متطلباته باختلافها وبغض النظر عن سلامتها، عن طريق إثارة الاهتمامات حيال أحداث ومواضيع معينة، والمخاوف من أخرى، لتساهم في تغيير السلوك، وهيمنة ثقافة المظهر، مع بقاء جانب ايجابي للصورة ممثلا في الإبداع، والجمال، والدعوة. Summary : Now, what we see from the technological development and the spread of social media around the world, made some values or most of it change, and whoever possesses the power of this technology has become dominant over the world. and has the ability to direct the culture of values to serve his interests and goals, and the culture of the image is considered the most important thing that they have exploited and sought and are still seeking to control and direct according to their whims, forgetting the peculiarities of peoples . Despite this peculiarity, the popularity of the image era, with its pros and cons, made it resonate with its audience, especially if we consider that the image is more honest than texts, as it is the most provocative to the viewer's thought and the most dominant and possessive of his mentality. When the image is used to create intended concepts and spread a specific culture, it has an impact on knowledge, economics, and orientation of the individual according to his different requirements, regardless of their safety or not, by raising concerns about certain events and topics, and fears from others, to contribute to changing behavior. And the dominance of the culture of appearance, while remaining a positive aspect of the image represented in creativity, beauty, and advocacy.
الاحتياجات التدريبية لمعلمي أطفال ذوي التوحد المدمجين في المدارس العادية (دراسة ميدانية)

هدفت هذه الدراسة إلى معرفة الاحتياجات التدريبية لمعلمي أطفال ذوي التوحد المدمجين في المدارس العادية؛ العملية والمعرفية، والفروق في هذه الاحتياجات من حيث الجنس والمؤهل العلمي. مستخدمين المنهج الوصفي، على عينة من 15 معلما ومعلمة، خلال شهر فيفري 2020، ومن خلال تطبيقنا لمقياس "محمد أكرم حمدان"حول الاحتياجات التدريبية لمعلمي الأطفال ذوي اضطراب طيف التوحد. توصلت الدراسة إلى أن هذه الاحتياجات التدريبية عالية وأنه لا توجد فروق ذات دلالة إحصائية تعزى للمتغيرين الجنس لصالح الذكور، والمؤهل العلمي لصالح الثانوي في هذه الاحتياجات. The objectives of this study is to know the training needs(practical and cognitive) of teachers of autistic children integrated in regular schools and the differences of these needs with regard to gender and scientific levels Using the descriptive method on a sample of 15 teachers from both sexes during the month of February 2020, we applied the scale of "Mohamed Akram Hamdan" on the training needs of teachers of autistic children,. The study found that these training needs are high and that there are no statistically significant differences attributable to male sex changer, and scientific levels of benefit for secondary. in these needs.
قياس كفاءة الموارد البشرية وعلاقتها بالتدريب في البنوك الإسلامية باستخدام أسلوب تحليل مغلف البيانات

تعد كفاءة المورد البشري من أهم التحديات التي تقف أمامها البنوك الإسلامية للتكيف مع التطورات الحاصلة وضمان الاستمرارية، لذلك تسعى هذه الدراسة إلى تقديم نموذج مرتبط بتحليل مغلف البيانات لقياس كفاءة الموارد البشرية، باعتبارها أحد أهم العناصر المشكلة للأداء، مع إبراز طبيعة علاقتها بالتدريب في البنوك الإسلامية، حيث أجريت هذه الدراسة في أحد فروع بنك السلام فرع باتنة) وذلك على عينة من موظفيه (بمجمل 30 وحدة DMUs)، في الفترة الممتدة من سبتمبر 2020 إلى غاية جوان 2021 و قد تمت الدراسة على مرحلتين، المرحلة الأولى تنحصر في قياس الكفاءة باستخدام أسلوب تحليل مغلف البيانات، حيث أفضت النتائج إلى أن 04 وحدات حققت الكفاءة التامة 100%، أما المرحلة الثانية فركزت على دراسة ارتباط مخرجات الكفاءة بالتدريب، وتوصلت إلى أنه توجد علاقة طردية بين التدريب و الكفاءة، أي أنه كلما زادت مدة التدريب زاد مستوى الكفاءة The efficiency of human resource is the most important challenge for islamic banks to adapt of modern developments and to ensure the continuity. In this paper, we measured the relative efficiency of an employees sample in one of the al salam bank branches at batna, in the period from September 2020 to Jun 2021, that were contains a group of 30 DMUs as a first step, in the second step we tried to clarify the correlation between the efficiency score and the training, and as result of this study, we had found that 05 DMUs achieved the full efficiency score by using CCR model from DEA in measuring at the first step, and in the second step we had reached that, there's a positive correlation between the efficiency and the training by using the Pearson's coefficient of correlation .
العلاقات المائية التركية- العراقية بين الصراع والتعاون

تهدف الدراسة إلى عرض وتحليل لموضوع العلاقات المائية التركية العراقية، نظرا لما تتمتع به الموارد المائية من دور في ضمان الاستقرار في العلاقات الدولية، إذا استندت على إطار تعاوني دولي، بالمقابل يمكن أن تؤدي إلى تأسيس صراع دائم بين الدول إذا ارتكز كل طرف على مصالحه القومية فحسب. لذلك سنحاول عبر هذه الورقة أن نركز على دراسة المسألة المائية في العلاقات المائية بين تركيا والعراق، خاصة مع استمرار تركيا في تجسيد مشاريعها المائية على نهري دجلة والفرات، وبالتالي استمرار المعضلة المائية كمتغير مؤثر في العلاقات المائية بين العراق وتركيا. The study aims to present and analyze the issue of Turkish-Iraqi water relations, because the importance of water resources in achieving stability in (ir), if it is based on international cooperation framework, Conversely, it can be create a permanent conflict between states if each party is based on its national interests only. Therefore, we will try through this paper to study the water issue in the water relations between Turkey and Iraq, especially with Turkey continuing to embody its water projects on the Tigris and Euphrates rivers, the continuation of the water dilemma as an influential variable in the water relations between Iraq and Turkey.
الأنظمة السياسية الهجينة: مقاربة مفهومية نظرية

تهدف هذه الدراسة الى تقديم ميدان الأنظمة الهجينة من الجانب المفهومي النظري للمساهمة في بناء أرضية مشتركة، وتخفيف الالتباس وتقليل حدة التنازع بين المفاهيم المختلفة للباحثين، لأن أغلب الدراسات أبرزت قصور في إزالة الغموض حول تعريف دقيق للأنظمة الهجينة التي تندرج في المنطقة الرمادية واستحالة تصنيفها مفاهيميا، كما تطرقت هذه الدراسة الى محاولة إبراز أهم النقاط المفاهيمية المعتمدة في تصنيف الأنظمة من خلال التوافق والاختلاف، ثم كيف يمكن بناء تصور للأنظمة الهجينة من خلال بعض الدراسات في هذا الجانب مع ذكر بعض خصائص الأنظمة الهجينة ، وأبرزت نتائج الدراسة المتوصل إليها ان الإطار النظري المفاهيمي في دراسة الأنظمة الهجينة لا يزال حديثا ولم تأخذ فيه الأبحاث القدر الكافي من الاهتمام للوصول الى بناء مفهوم مشترك بين مختلف الدارسين لوضع الأنظمة الهجينة ضمن قائمة الأنظمة المكتملة النمو مفاهيميا.
النخب العربية وتأجيل الديمقراطية: مقاربة في الصراع والتأثير على المجتمع

التجربة الديمقراطية في العالم العربي تجربة تمارسها الدولة على المجتمع لمراقبته، وليس وسيلة تمكن المجتمع من مراقبة الدولة، يؤدي بالضرورة إلى غياب المؤسسات (الفعالة)التي تعتبر من ركائز الممارسة الديمقراطية، حيث أن النخب الحاكمة في العالم العربي تحاول الحفاظ على بقائها، وهي تستخدم الديمقراطية كواجهة لإرضاء الأطراف الخارجية ومحاولة للتكيف مع البيئة الداخلية، فنخب بارونات المال ورجال الأعمال تساعدها البيئة التي استشرى فيها الفساد لتستخدم نفوذها وأموالها لخدمة مصالحها، والنخب المثقفة فنظرتها إلى الديمقراطية أصبحت غامضة بين عدم الفهم أو الاقتناع، أما العسكريون فيتدخلون دائما بحجة حفظ النظام والأمن والاستقرار وكل هذا لا يخدم التحول الديمقراطي في العالم العربي، في شرعيات تقليدية تراوحت بين الشرعية التاريخية والكاريزمية التي أعاقت الممارسة الديمقراطية .
الدراسات الإفريقية في العلوم الاجتماعية (نظرة نقدية في طرق البحث والتدريس)

تتناول هذه الورقة موضوع الدراسات الافريقية في العلوم الاجتماعية، حيث تسعى الى الكشف عن طرق البحث والتدريس التي تعتمدها الأوساط الأكاديمية في تعاملها مع تخصص الدراسات الافريقية في جميع التخصصات، مبينة الأسباب والظروف التي حالة دون تحصيل معرفة افريقية تتلاءم مع البيئة الأفريقية ، مؤكدة على ضرورة البحث عن افريقيا بالصورة التي تساهم في حل مشكلاتها المتعددة الأبعاد، كما تخصص هذه الورقة جزءا للحديث عن ظاهرة المشاركة المجتمعية وضرورة تطويرها كآلية جديدة من أجل انتاج معرفة ذات صلة بالواقع الإفريقي وذات أهمية واسعة بالنسبة للمجتمع ككل، بالإضافة إلى ضرورة تهيئة مؤسسات التعليم العالي لخدمة المجتمع الذي توجد فيه وتقويته من خلال آليات جديدة تتصف في معظمها بالرؤية النقدية للمعارف الوافدة قصد الالتزام بخلق رأس مال اجتماعي يتميز بالوعي المعرفي والإسهام بإيجابية في المجتمعات المحلية والوطنية والعالمية ما يعزز الإحساس بالمسؤولية الاجتماعية لدى الطلاب وبالتالي تعميم المنفعة في جو تميزه الخصوصية فيما يسمى بأفرقة المعرفة الاجتماعية. This article deals with the subject of African studies in the social sciences, as it seeks to reveal the research and teaching methods adopted by the academic community in the face of the specialization of African studies in all disciplines, indicating the reasons and circumstances that prevent the acquisition of African knowledge compatible with the African environment, highlighting the need for research on Africa in such a way as to contribute to solving its multidimensional problems. This article also devotes a part to talking about the phenomenon of community participation and of the need to develop it as such. a new mechanism to produce knowledge related to the African reality and of great importance for society as a whole, in addition to the need to prepare higher education institutions to serve the community that finds itself and is strengthened in through new mechanisms that are primarily characterized by a critical view of incoming knowledge in order to engage in building social capital characterized by awareness of knowledge and positive contribution to local, national and global communities, which reinforces meaning of social responsibility among students and thus distributes the benefits in an atmosphere characterized by privacy in the so-called the Africanization of social knowledge.
إدارة الصراع في شمال غرب سوريا وتأثيره على العلاقات التركية الروسية

يعد ملف إدارة الصراع في شمال غرب سوريا أحد أكثر الملفات تأثيرا على العلاقات التركية الروسية، وستحاول هذه الدراسة التطرق لمعضلة إدارة الصراع في شمال غرب سوريا من منظور الطرفين التركي الروسي، وذلك من خلال إبراز مواقف الطرفين تجاه تطورات الاحداث في هذه المنطقة وإمكانية تحولها لصدام مباشر بينهما، حاولت الدراسة الاجابة على الاشكالية الآتية: ما مدى التوافق والاختلاف بين تركيا وروسيا في ملف إدارة الصراع في شمال غرب سوريا، وما مدى إمكانية تطور حدة الصراع بما يؤدي لصدام مباشر بينهما؟، وقد خلصت الدراسة الى أن الصراع في شمال غرب سوريا يمتلك كبير التأثير في العلاقات التركية الروسية، هذه الأخيرة التي ورغم تطورها في السنوات الأخيرة إلا أن فشل الطرفين في ادارة الملف بما يحفظ مصالح الطرفين وبخاصة الطرف التركي يهدد هذا التطور، ما يجعل كل من تركيا وروسيا أمام حتمية إيجاد مخارج ولو مؤقتة لملف إدارة الصراع في شمال غرب سوريا وهو الحاصل لغاية اللحظة. The management of the conflict in northwest Syria is one of the most influential issues on Turkish-Russian relations. The present study attempts to address the dilemma of that conflict from the perspective of the Turkish and Russian parties, by highlighting the positions of the two sides towards the development of events in the region and the extent of its transformation into a direct clash between them. The study tried to answer the following problem: What is the degree of compatibility and difference between Turkey and Russia in the conflict management in northwestern Syria, and the level to which the intensity of the conflict can develop, leading to a direct clash between them?, The study concluded that the conflict in northwest Syria has a great impact on Turkish-Russian relationships, the latter of which, despite its development in recent years, the failure of the two parties to manage the conflict in a manner that preserves the interests of both parties, especially the Turkish side, threatens this development, which makes both Turkey and Russia In front of the inevitability of finding exits, even if temporary, to the conflict management in northwest Syria, which is the case until now.
استخدام خدمات الرعاية الصحية لمابعد الولادة

إن عملية تمكين النساء من خدمات الرعاية الصحية لفترة ما بعد الولادة هو تحقيق لأحد الأهداف الإنمائية للألفية حيث يهدف هذا التحليل المفاهيمي إلى تحديد الخصائص الأساسية لمفهوم استخدام خدمات الرعاية الصحية لما بعد الولادة، والتمييز بين استخدام المفهوم في الحياة العامة واستخدامه في مجال الرعاية الصحية وهذا باتباع نموذج والكر وأفانت (Walker and Avant) لتحليل المفاهيم. ويمكن للتعريف المقترح لاستخدام خدمات الرعاية الصحية لفترة ما بعد الولادة أن يعمل على توحيد المعايير ومن ثم الاتفاق على خصائص محددة لاستخدام خدمات الرعاية الصحية بعد الولادة سواءا في الممارسات الإكلينيكية أو في الدراسات العلمية. One of the Millennium Development Goals is improving the maternal health and the purpose of this concept analysis is to provide a clear understanding and description of the Postnatal Healthcare Service Utilization concept by using the Walker and Avant model of conceptual analysis. The suggested definition of utilization of postnatal care services can facilitate standardization hence uniform measurement and reporting of utilization of postnatal care services in clinical practice and scientific studies.
Soft Skills Development Among Efl Students At Batna-2 University

Teaching in the 21st century is a huge challenge to make good students with skills and expertise. This entails higher education institutions to cope with all the changes that occur within the different dimensions of life. To keep up with the development of science, technology, and the demands of globalization, high-level soft skills are needed for a successful life and career for students. Actually, there is a need to cultivate the soft skills that are crucial for personal growth, social interaction, and occupation success. In this regard, it is important for English as a foreign language (EFL) learners to develop both language hard skills and soft skills to engage effectively and successfully in their future careers. The aim of the current research is to find out whether the implemented activities in EFL classes support the development of soft skills. It also targets to explore the usefulness of soft skills for future career and professional development. Accordingly, the present paper employs a quantitative method of research. To reach the study aims, the needed data were collected using a survey questionnaire which was randomly administered to 90 Master two students. The findings of the study deliver significant results concerning soft skills development and offer some practical suggestions regarding soft skill inclusion in the EFL classroom.
دور تكنولوجيا المعلومات في تنمية وتفعيل أداء المورد البشري

تهدف هذه الدراسة إلى توضيح الدور الذي تؤديه تكنولوجيا المعلومات من أجل تنمية وتفعيل أداء المورد البشري وتطوير مهاراته، حيث أن هذا الدور يشمل مختلف الجوانب الاجتماعية والاقتصادية والصحية والتنظيمية للعنصر البشري. وعلى هذا الأساس تم طرح إشكالية ما هو دور تكنولوجيا المعلومات في تنمية وتفعيل أداء المورد البشري؟، وقد تم اعتماد المنهج الوصفي التحليلي من أجل الإجابة على الإشكالية المطروحة، وخلصت الدراسة إلى نتيجة أنه لا يمكن تحقيق التنمية بالاعتماد على تكنولوجيا المعلومات وحدها دون الاعتناء بتطوير وتفعيل أداء المورد البشري بالدرجة الأولى. This study aims to clarify the role that information technology plays in developing and effective the performance of the human resource and developing its skills, with its various social, economic cultural, health and organizational aspects of the human component. On this basis, we raise the problem of what is the role of information technology in the development and effectiveness of the performance of the human resource?, a Analytical descriptive approach was used to answer our problem. The study concluded that development will not take place by relying solely on information technology without taking care of developing the performance of the human resource in the first place.
أزمة كورونا و متطلبات حماية البيئة في ظل العولمة

The research aims to identify the effects of the Coronavirus Covid 19 pandemic on the global environment, especially under globalization and it’s national and external challenges. This pandemic can be considered as a result of the globalized world. This study attempts to focus on the effects of the Corona-virus pandemic on the global environment in the context of globalizing risks by examining the losses and challenges it presented at the national and international levels.
