إدماج البعد البيئي في أنشطة القطاع الخاص و رهانات تعزيز التنمية المستدامة

Abstract

The study focuses on describing and analyzing the potential contribution of the private sector to the interactive relationship between the environment and economic development. The study addressed the problem of reframing the traditional role of the private sector in the collection of profit and economic benefits through the exploitation of environmental resources as free inputs in economic processes and directing it towards a new situation that promotes the efforts of Environmental Protection and sustainable development within the framework of the environmental integration approach, using a number of mechanisms, both those aimed at subjecting the private sector to environmental requirements, and those aimed at establishing effective environmental participation under the stimulus needed by the private sector as a guarantee of its competitive advantage. Finally, the study found that the evolution of environmental issues management has become more dependent on the non-state actors through participatory approaches and tools and voluntary initiative, allowing the private sector to maintain its traditional economic function while making a positive contribution to environmental protection efforts. تنصب الدراسة حول وصف و تحليل المساهمة التي من المحتمل ان يقدمها القطاع الخاص في العلاقة التفاعلية التي تجمع بين البيئة و التنمية الاقتصادية. عالجت الدراسة اشكالية تتعلق باعادة صياغة الدور التقليدي للقطاع الخاص المتمثل في تحصيل الربح و المنافع الاقتصادية من خلال استغلال الموارد البيئية كمدخلات مجانية في العمليات الاقتصادية و توجيهه نحو وضع جديد معزز لجهود حماية البيئة و تحقيق التنمية المستدامة في اطار نهج الادماج البيئي، و ذلك باللجوء الى عدد من الاليات سواء تلك التي تستهدف اخضاع القطاع الخاص للاشتراطات البيئية، او تلك التي تستهدف التاسيس لمشاركة بيئية فعالة في ظل التحفيز الذي يحتاجه القطاع الخاص كضمان لميزته التنافسية. و توصلت الدراسة الى ان تطور اسلوب ادارة القضايا البيئية اصبح يعتمد بصورة اكبر على الفواعل من غير الدول عن طريق المناهج و الادوات القائمة على المشاركة و المبادرة الطوعية، و هو ما يتيح للقطاع الخاص المحافظة على وظيفته الاقتصادية التقليدية الى جانب تقديم مساهمة ايجابية في جهود حماية البيئة.
