دور الهيئة التنسيقية لمكافحة التصحر وإعادة تأهيل السد الأخضر في حماية الثروة الغابية - دراسة على ضوء القانون 23-21

Abstract

تهدف هذه الدراسة إلى التعريف بظاهرة التصحر، التي تشكل تهديدا حقيقيا على البيئة والفلاحة في الجزائر، وارتباطها بفكرة مشروع السد الأخضر، الذي أولت له الدولة كل الاهتـــمام، من خلال وضع مخططات هادفة واستراتيجيــات متكاملة لإعادة إحيائه من جديد، نظرا لأهميته الإيكولوجية والاقتصادية، فضلا عن الوقوف على الآليات القانونية والمؤسساتية التي كرستها الدولة الجزائرية؛ من اجل تنفيذ مشروع السد الأخضر، وتجسيده على ارض الواقع لاسيما بعد صدور قانون الغابات الجديد أواخر سنة 2023 معوضا القانون رقم 84-12 الذي أصبح لا يستجيب للتغيرات الحاصلة دوليـا ووطنيا. وإبراز الدور الهام الذي ستلعبه الهيئة التنسيقية لمكافحة التصحر وإعادة تأهيل السد الأخضر، في إطار حماية الثروة الغابية الوطنية والبيئة بشكل عام وتسليط الضوء على تنظيم وسير هذه الهيئة، طبقا لما جاء في قانون الغابات الجديد 23-21، وكذلك المرسوم التنفيذي رقم 24-376 This study aims to introduce the phenomenon of desertification which constitutes a real threat to the environment and agriculture in Algeria and its connection to the idea of the green dam project to wich the state has given all attention by developing purposeful plans and integrated strategies to revive it again due to its ecological and economic importante. And also, to look at the legal and institutional mechanisms that the Algerian state has devoted to implementing the green dam project and its embodiment on the ground especially after the issuance of the new forest law in late 2023 replacing law84-12 witch has become unresponsive to the changes taking place internationally and nationally. And highlighting the important role that the coordinating authority will play to combat desertification and rehabilitate the green dam within the framework of protecting the national forest wealth and the environment in general while highlighting the organization and functioning of this authority in accordance with what is stated in the new forest law23-21 as well as executive decree 24-376
