التقسيــم الإداري كمدخــل لتمكيــن الـحكـامــة فــي الجـزائــر

Abstract

يعد التقسيم الإداري السبيل الأنسب للتعامل مع امتداد الحيز المجالي الجغرافي الشاسع لبلادنا، حيث تم من خلاله تقطيع إقليمها الترابي إلى عدد كبير من الوحدات المحلية، لتُتخذ كل منها كقاعدة لامركزية لإقامة إدارة إقليمية مهمتها تلبية احتياجات مواطنيها وتدبير شؤونهم، ملتزمة في ذلك بمبادئ الشفافية، المساواة، المحاسبة، المسؤولية وحسن استغلال الموارد... التي هي من صميم قيم ومقتضيات الحكامة الجيدة ودولة الحق والقانون التي تطمح الجزائر لبلوغها، وطلبا لذلك عملت على تطوير تقسيمها الإداري على مراحل عدة منذ استقلالها إلى يومنا هذا، الأمر الذي تراوحت نتائجه وآثاره التنموية ما بين الإيجاب والسلب على حد سواء .Administrative division is considered the most suitable way to deal with the expanding geographical sphere of our country through which the territory is divided into a numerous smaller local territorial units. These latter serve as a basis to establish a non-centralized territorial administration aim to satisfy the needs of its citizens according to the principles of transparency, equality, accountability and good usage of resources. And as such the state has worked relentlessly to improve and develop its administrative division thru different stages since its independence hitherto. However, this process was not entirely beneficial as it had some negative developmental effects
