واقع إشراك المجتمع المدني في تحقيق الحوكمة المحلية في الجزائر

Abstract

تهدف هذه الورقة البحثية الى تسليط الضوء على واقع اشراك المجتمع المدني في تحقيق الحوكمة المحلية في الجزائر، وذلك من خلال تشخيص علاقته بالجماعات المحلية، وتوضيح الإشكالات التي تعتري مدى مساهمته في حوكمة التنمية المحلية. وكنتيجة لأهم ما توصلت اليه ورقتنا البحثية ان السلطة السياسية في الجزائر لا تعتبر المجتمع المدني كشريك في عملية التسيير بل تفرض الكثير من القيود على تحركاته. كما منحت له الحق في الاستماع لآرائه ولكن حسب السلطة التقديرية لمتخذ القرار المحلي. This paper aims to highlight the reality of engaging civil society in archieving local governance in Algeria, by diagnosing its relationship with local administrations, and clarifying the problems that it contributes to local development governance. As a result of our most important findings that the political power in Algeria does not consider civil society as partner in the process of governance, but imposes many restrictions on its movements. He was also granted the right to hear his views, but according to the discetion of the local decision-maker.
