ضمانات تفعيل الاستثمار الصناعي من خلال العقار الصناعي في ظل القانون 22-18 المتعلق بالاستثمار

Abstract

ارتبط تنظيم العقار الصناعي بموضوع الاستثمار في الجزائر بداية بقوانين الاستثمار الأولى، وهذا للأهمية التي يكتسبها في مجال الاستثمار، وهي مساهمته في تحقيق سياسة الدولة في تسهيل عملية الاستثمار، لذلك أهتمت الدولة بتوفيره في المناطق الصناعية ومناطق النشاط والمناطق الخاصة وبتهيئته وتنظيمه، على هذا الأساس سعى بحثنا إلى البحث على الآليات الجديدة التي جاء بها القانون رقم 22/18 المتعلق بالاستثمار، وبمدى نجاعتها في المساهمة في تحقيق الاستثمار الصناعي من خلال العقار الصناعي الذي يعد أداة مهمة لهذا الاستثمار، لأنه الأرضية الأساسية لتجسيد أي مشروع استثماري ومنه تحقيق التنمية الاقتصادية. Starting from the first investment law, the regulation of industrial real estate has been related to Algeria's investment theme, due to its importance in the investment field and its contribution to national policies that promote the investment process. Therefore, the state is interested in providing industrial real estate in industrial areas, activity areas, and special areas, and organizing and regulating it. Based on this, our research attempts to study the new mechanisms introduced by Law No. 22/18 on investment, as well as their effectiveness in contributing to industrial investment through industrial real estate. Industrial real estate is an important tool for such investment, as it is the fundamental foundation of any investment project. Realize economic development.
