تحليل ديموغرافي لواقع المعاقين في الجزائر

Abstract

تناولت الدراسة موضوع واقع المعاقين في الجزائر.و تهدف إلى معرفة الوضعية التعميمية، الصحية، الاقتصادية و الاجتماعية للأشخاص ذوي الإعاقة، من خلال الاعتماد على قاعدة معطيات التحقيقين كما تم إجراء تحقيق مكمل باستعمال استمارة إلكترونية وزعت على عينة .Mics و 4 Mics الوطنيين 3 شملت 395 شخص ذي إعاقة موزعين عبر كافة التراب الوطني، بالإضافة إلى إجراء زيارة ميدانية لعدة هيئات تعنى بشكل مباشر بقضية الإعاقة، من أجل معرفة الإستراتيجية التي سطرتها الجزائر للتكفل لجمع Personnes clés بالأشخاص ذوي الإعاقة، و ذلك بالاعتماد على طريقة المخبرين الرئيسيين المعطيات. كشفت نتائج الدراسة عن الوضعية الصعبة التي تعيشها فئة الأشخاص ذوي الإعاقة في جميع الميادين، على الرغم من وجود توجهات رسمية نحو تبني إستراتيجية إيجابية لمتكفل بهذه الفئة من السكان. L'étude a porté sur la réalité des personnes handicapées en Algérie. Elle vise à connaître la situation scolaire, sanitaire, économique et sociale des personnes handicapées, en s'appuyant sur la base de données des deux enquêtes nationales Mics3 et Mics4. Une enquête complémentaire a également été menée à l'aide d'un questionnaire électronique distribué à un échantillon de 395 personnes handicapées réparties sur l'ensemble du territoire national. En plus d’une visite de terrain effectuée auprès de plusieurs organismes directement concernés par la question du handicap afin de connaître la stratégie que l'Algérie s'est dotée pour la prise en charge des personnes handicapées, en s'appuyant sur la méthode des Personnes clés pour la collecte des données. Les résultats de l'étude ont révélé la situation difficile vécue par la catégorie des personnes handicapées dans tous les domaines, malgré la présence de tendances officielles vers l'adoption d'une stratégie positive pour la prise en charge de cette catégorie de la population. The following study deals with the issue of the disabled reality in Algeria. It aims to identify the educational, health, economic and social situation of persons with disabilities, by relying on the database of the two national surveys Mics3 and Mics4. Moreover, a complementary survey was carried out using an electronic form distributed to a sample of 395 persons with disabilities from different states of the country .This is in addition to conducting a field visit to several bodies directly concerned with the issue of disability, in order to identify the strategy that Algeria has designed to provide for persons with disabilities, by relying on the method of Key informants to collect data. The study results reveal the difficult situation experienced by the category of persons with disabilities in all fields, despite the presence of official movements towards adopting a positive the strategy of taking charge of this population category.
