خطة البعثة الأممية الجديدة لتسوية الأزمة الليبية: رؤية استشرافية

Abstract

على مدار أكثر من ثلاثة عشر عاماً، بدلت البعثة الأممية جهود حثيثة بهدف إيجاد مخرج للصراع الليبي القائم، وبرغم من كل المبادرات والحوارات المتعددة، لم تفلح أي منها في وضع حد ينهي الأزمة القائمة، ومع استمرار الانقسام المؤسسي وتفاقم الأزمات السياسية والاقتصادية التي بلغت ذروتها، مما حدا بالبعثة الأممية إلى طرح رؤيتها الجديدة من أجل فك رموز الأزمة الليبية وحلحلة كل تعقيداتها، وهو ما طرح علامات استفهام كثيرة بشأن فرص نجاح هذه الخطة، خاصة وأنه سبقتها خطط ومبادرات عديدة كان مصيرها الفشل جراء الخلافات المستمرة والأجواء المشحونة بالتوترات بين أطراف اللعبة السياسية الليبية من ناحية، وتقاطعات وافتراق مصالح الأطراف الخارجية الفاعلة في المشهد الليبي من ناحية أخرى. تهدف هذه المقالة إلى توضيح ملامح هذه الخطة، وفهم حيثياتها، وجدولها الزمني، وردود الأفعال المحلية والدولية تجاهها، وكذا السيناريوهات المتوقعة لخطة البعثة الأممية الجديدة وتقديم رؤية استشرافية بشأن وضعيات الصراع الليبي بالنظر إلى التطورات الأخيرة. For more than thirteen years, the UN mission has worked diligently to seek a resolution to the prevailing Libyan conflict. In spite of various efforts and discussions, none have been able to resolve the persistent crisis. As the institutional divisions persist and the political and economic crises intensify, reaching their climax, the UN mission has put forth a new perspective to understand the Libyan crisis and address its challenges. This has prompted numerous inquiries regarding the likelihood of the plan's success, notably since it followed many prior plans and initiatives that were fated to fail because of persistent disputes and a strained environment among the different participants in the Libyan political landscape, on one side, and the conflicting interests of the external players involved in the Libyan context, on the other. This article aims to clarify the features of this plan, understand its context, local and international reactions to it, and its effectiveness in achieving progress toward ending the ongoing Libyan crisis. It also outlines the expected scenarios for the new UN mission's plan. It also aims to provide a future vision for the Libyan conflict in light of recent developments.
