Abstract

برز مفهوم التنمية المحلية من خلال الاتجاه الفكري التنموي، الذي يدعو للاستخدام الأمثل للموارد المتاحة واستغلال كافة العناصر الاقتصادية المرتبطة بالعملية التنموية في بعدها المادي. ثم اتسع المفهوم أكثر بالدعوة إلى مزيد من المشاركة "الديمقراطية التشاركية" نحو الفواعل المحلية الرسمية وغير الرسمية لتأخذ بذلك التنمية المحلية بعدها الجديد تنظيميا واجتماعيا سعيا لتحقيق تنمية متكاملة وشاملة يأخذ بعين الاعتبار الحفاظ على الموارد الطبيعية القابلة للنضوب والحفاظ على نظام بيئي متوازن ضمانا لحق الأجيال القادمة في التنمية وذلك في إطار ما يسمى بالتنمية المحلية المستدامة، وهو ما تبنته الجزائر ضمن الإصلاحات التنموية المحلية التي خاضتها مواكبة منها لمتطلبات التنمية الحديثة.The concept of local development has emerged through the developmentalist intellectual trend calling for an optimal use of available resources and the exploitation of all economic factors related to the development process in its material dimension. Secondly, the concept has broadened by calling for more "participatory democratic" participation of formal and informal local actors in order for local development to take on this new organizational and social dimension, in order to ensure integrated and global development, while taking the preservation of exhaustible natural resources and the preservation of a balanced ecosystem guaranteeing the right of future generations in development, within the framework of so-called sustainable local development, which Algeria has adopted in the context of local development reforms. that it has engaged in conforming to the requirements of modern development.
