واقع التسيير المستدام للنفايات الحضرية الصلبة بالجزائر وإمكانية الاستفادة من التجارب الدولية

Abstract

يتناول المقال ظاهرة جديدة عن مجتمعنا، غريبة عن قيمنا وثقافتنا، تزايدت بتزايد السكان وتغير أنماط الاستهلاك، تمثلت في مشكلة النفايات الحضرية الصلبة، التي تطرح اليوم إشكالية تسييرها ومعالجتها، حيث أضحت تؤثر على البيئة وصحة المواطن. لذا تهدف الدراسة للتعرف على الاستراتيجية الوطنية لتسيير النفايات الحضرية الصلبة ومعالجتها بيئيا واجتماعيا. ما طرح اشكالية مضمونها: هل استطاعت الجزائر وفق استراتيجيتها المتبعة تسيير النفايات الحضرية الصلبة بما يخلق محيطا بيئيا نظيفا ومستداما؟. خلصت الدراسة إلى أنها جهود غير كافية تحتاج لتكاتف كافة الفاعلين الاجتماعيين، ومحاولة الاستفادة من التجارب الدولية في هذا المجال حفاظا على صحة الإنسان و توازن البيئة وفق مفهوم التنمية المستدامة. The article deals with a new phenomenon about our society, alien to our values and culture, which has increased with increasing population and changing consumption patterns, represented in the problem of urban solid waste, which today poses a problem of its management and treatment, as it affects the environment and the health of citizens. Therefore, the study aims to get acquainted with the national strategy for managing urban solid waste and treating it environmentally and socially. What posed a problematic content: Did Algeria, in accordance with its adopted strategy, manage the urban solid waste in a way that creates a clean and sustainable environmental environment? The study concluded that it is not enough efforts that need to unite all social actors and try to benefit from international experiences in this field in order to preserve human health and balance the environment according to the concept of sustainable development.
