إطار تحليلي لدور المنظمات غير الحكومية في السياسة العالمية: دراسة حالة السياسة البيئية العالمية

Abstract

يهدف هذا البحث إلى تحليل دور المنظمات غير الحكومية في مساعي السياسة البيئية العالمية، بما يتماشى والتطورات التي عرفتها منظومة السياسة العالمية. سوف نقوم بتحليل دور المنظمات غير الحكومية في السياسة البيئية العالمية، عن طريق توسيع دائرة الفواعل لتشمل كل الفواعل غير الدولاتية الناشطة في مجال البيئة بطريقة مباشرة أو غير مباشرة. وعلى هذا الأساس، نقوم بتحليل الجذور النظرية التي تدرس أدوار الفواعل غير الدولاتية في السياسة العالمية عموما وفي السياسة البيئية العالمية على وجه التحديد. ثم ننتقل إلى تحليل دور المنظمات غير الحكومية في السياسة البيئية العالمية على أساس أن هذا الصنف يمثل أهم الفواعل غير الدولاتية والأكثر تأثيرا في السياسة العالمية.The aim of this article is to analyze the role of nongovernmental organizations in the efforts of global environmental politics, in line with developments global politics. We will analyze the role of nongovernmental organizations in the global environmental politics, by expanding the frame of actors to include all active non state actors in the field of environment, either directly or indirectly. On this basis, we analyze the theoretical roots of the roles of non state actors in world politics in general and global environmental policy specifically. Then we analyze of the role of nongovernmental organizations in the global environmental politics on the basis that this category represents the most important non state actor and the most influential in world politics.
