التمويل المحلي للجماعات المحلية وأثره على التنمية المحلية في الجزائر

Abstract

ملخص: يعبر التمويل المحلي عن مدى استقلالية الإدارة المحلية في اتخاذ القرارات بعيدا عن الإدارة المركزية ، و يعتمد على العمل بشكل جاد لتطوير الموارد الذاتية المتاحة و البحث عن مصادر خارجية تمكن الجماعات المحلية من تلبية حاجيات مواطنيها المتزايدة، و تحقيق تنمية محلية من خلال التعاون الفعال بين الجهود الشعبية و الجهود الحكومية للارتقاء بمستويات المجتمعات المحلية و الوحدات المحلية اقتصاديا و اجتماعيا و ثقافيا. إن العلاقة بين التمويل المحلي و التنمية المحلية علاقة طردية، حيث يتأثر مدى تطور التنمية المحلية بمدة اعتماد الجماعات المحلية على مواردها الذاتية، خاصة و إن هذه الأخيرة، تعتبر المحرك الأساسي لتحقيق التنمية على مستوى اقليميا، و تنمية قدراتها و تنويع مداخيلها. Abstract: Local finance reflects the extent of the independence of the local administration in making decisions away from the central administration, and depends on working hard to develop the available self-resources and searching for external sources that enable local communities to meet the growing needs of their citizens, and achieve local development through effective cooperation between efforts Popularity and government efforts to raise the levels of local communities and local units economically, socially and culturally. The relationship between local finance and local development is a direct one, as the extent of development of local development is affected by the duration of the dependence of local communities on their own resources, especially since the latter is the main engine for achieving development on a regional level, developing their capabilities and diversifying their incomes. We have relied on the descriptive analytical approach, the legal approach, and the role approach in this study.
