التعاون الأورو متوسطي في مجال ترقية و حماية حقوق الإنسان

Abstract

يعتبر موضوع حقوق الانسان من المواضيع الحساسة التي تحظى باهتمام كبير في الدراسات الاكاديمية في العلاقات الدولية، و في هذا الاطار صدر الاعلان العالمي لحقوق الانسان في Universal Declaration of Human Rights 1949/12/10، الذي وثق جميع الحقوق الانسانية و صنفها بحسب طبيعتها، و منه انتشر مبدا احترام حقوق الانسان و الالتزام بها في علاقات الدول في ما بينها، و هو ما تعرفه علاقات التعاون بين دول منطقة البحر الابيض المتوسط، و التي تقوم على مبدا احترام حقوق الانسان و العمل على تطويرها، و الالتزام بها في علاقات التعاون و الشراكة بين دول المنطقة، و هو مبدا كرسه مسار برشلونة سنة 1995، و جعله من اساسيات عقد اتفاقيات الشراكة و التعاون، الامر الذي دفع بدول الاتحاد الاوروبي الى تقديم مساعدات في اشكال مختلفة من اجل فرض احترام حقوق الانسان، و العمل على بناء نسق حقوقي نمطي في المنطقة، و الذي عد بمثابة توظيف سياسي لهذا الموضوع، بحيث يتم التعامل معه بازدواجية معاير التنفيذ و التطبيق، و ذلك حسب ما تقتضيه المصلحة الخاصة بكل بلد و هو ما يثبته الواقع، و استحالة تطبيقه و تحقيقه في ظل خصوصية التعدد الثقافي و الهوياتي و الديني في دول المنطقة المتوسطية. The subject of human rights is considered one of the sensitive topics that receives great attention in academic studies in international relations, and in this context, the Universal Declaration of Human Rights was issued on 10/12/1949 UNIVERSAL DECLARATION OF HUMAN RIGHTS, which documented all human rights and classified them according to their nature, and from it spread the principle of Respect and commitment to human rights in the relations of states among themselves, which is defined by the cooperation relations between the countries of the Mediterranean region, which are based on the principle of respect for human rights and work to develop them, and their commitment to them in the relations of cooperation and partnership between the countries of the region, a principle enshrined in the Barcelona Process in 1995, he made it one of the basics of concluding partnership and cooperation agreements, which prompted the European Union to provide assistance in various forms in order to impose respect for human rights, and work to build a typical human rights system in the region, which was considered as a political exploitation of this issue, so that dealing with him, the double standard of implementation and application, according to what is required by the special interest of each country, which is proven by reality, and the impossibility of implementing and achieving it in light of the speciality of cultural, identity and religious pluralism in the countries of the Mediterranean region.
