الحـراك الشعبي فـي المنطقـة العربيـة وسؤال الديمقراطيـة دراسـة فـي ظـل بعض التجـارب العربيـة

Abstract

تستهدف الدراسة الوقوف على ما شهدته الدول العربية من حراك شعبي منذ 2011، وما أفرزه من نتائج فندت مقولة الاستثناء العربي في الانتقال الديمقراطي، وكيف أن ارتداداته التي كانت عنيفة في بعض الحالات (ليبيا وسوريا)، هي دليل واضح على استمرار الأنظمة السلطوية. لكن مع تجدد موجاته منذ 2016 (ابتداء من حراك الريف بالمغرب)، مرورا باحتجاجات السودان (2018) وصولا إلى الحراك الشعبي في الجزائر (2019)، تبين أن المجتمعات العربية لاتزال تتوق إلى إقامة نظام أكثر عدالة وديمقراطية. وذلك ما يقود إلى التساؤل حول ما عكسته الدينامية الاحتجاجية المتجددة من وعي سياسي بضرورة قيام نظام ديمقراطي يراعي متغيرات البيئة العربية وخصوصيتها الحضارية، استنادا لإطار منهجي وصفي وتأسيسا على التحليل المقارن في مواطن معينة من الدراسة، والتي توصلت إلى أن الحراك الشعبي في المنطقة العربية يؤسس لمرحلة جديدة من تاريخها، بمضامين تطمح لإقامة نظام ديمقراطي يرتكز على استرجاع الثقة المفقودة بين الحاكم والمحكوم، وعلى حكم العدالة والقانون والمساواة في الحقوق. The study aims to find out what the Arab countries witnessed from the popular movement since 2011 and the results, has refuted the dogma of the Arab exception through the democratic transition, and how its repercussions which were violent in some cases (Libya and Syria) are clear evidence of the regression of the Authoritarianism again. but with its renewed waves since 2016 (from the country-side movement in Morocco), through the Sudan protests (2018), to the popular movement in Algeria (2019), it manifested that Arab societies are still hoping to establish more just and democratic systems. this leads to the question of what the renewed protest dynamic reflected in the political awareness of the necessity of establishing a democratic system that takes into account the changes of the Arab environment and its cultural specificity. based on a methodological framework descriptive and comparative analysis in the subject of the study, It concluded that the popular movement in the Arab region establishes a new stage in its history with contents that aspires to establish democracy based on restoring the lost trust between the governing and the governed, and on the rule of justice, law and equal rights
