Abstract

لم تعد النقاشات حول اللامركزية مقتصرة حول الأطر المفاهيمية فحسب بل أصبحت تشير إلى الطرق التي يمكن أن توفر الفهم الدقيق للنماذج الجديدة للحكم والتسيير التشاركي، فتوسيع دوائر المشاركة لتشمل الفواعل الجديدة دون الفاعل الرسمي يعود أساسه المنطقي للتجسيد الفعلي للامركزية، حيث أنها تعمل على إضفاء تغييرات أساسية في توزيع الأدوار، فعند الحديث عن إعادة هيكلة العلاقة بين الدولة والمواطنين يستلزم ذلك الحديث عن مقاربات تشاركية لا يمكن توافرها إلا بضمان تكريس النظام اللامركزي. وقدجاءت الورقة البحثية في محاولة للإحاطة بالمفاهيم والمقاربات المرتبطة باللامركزية، ورغم أن التوجه للامركزية جاء كضرورة للتقليل من الاعتماد على الدولة وتعزيز قدرة الفواعل المجتمعية الأخرى في المشاركة وصتع القرار خاصة على المستويات المحلية؛ إلا أن الانتقادات الموجهة لها والتي ترجع إلى التخوف من خطر الإنقسام وتفتيت السلطة بالاضافة إلى تعقد البيئة المحلية؛ جعلت من الصعب الاستثمار في مفهوم اللامركزية لتحقيق حكم رشيد. Discussions about decentralization are no longer confined to conceptual frameworks, but rather refer to ways that can provide an accurate understanding of new models of participatory governance and management. In the distribution of roles, when talking about restructuring the relationship between the state and citizens, this requires talking about participatory approaches that can only be available by ensuring the establishment of the decentralized system. The research paper came in an attempt to understand the concepts and approaches related to decentralization. Although the trend of decentralization came as a necessity to reduce dependence on the state and enhance the ability of other societal actors to participate and make decisions, especially at local levels; However, the criticisms leveled against it, which are due to the fear of the danger of division and fragmentation of power, in addition to the complexity of the local environment; It made it difficult to invest in the concept of decentralization to achieve good governance.
