تعد الشفافية من المسائل الإصلاحية والتي تلعب دورا مهما في عملية القضاء والحد من الفساد بكافة أشكاله، الكشف عن أنشطة الدولة التخطيطية والتنفيذية إلى المواطنين، وذلك قصد تفعيل عملية مشاركة المواطن في عملية خلق وصنع القرار، كما تعد الشفافية من أهم محاور التنمية الإقتصادية ودفع المجتمع بالنهوض، ولقد أبرمت العديد من الاتفاقيات في هذا المجال من أجل تكريسها وتعزيزها في دول العالم، كما يلعب المجتمع المدني دوراً كبيراً في هذه العملية من خلال دوره الوقائي بكافة وسائله لخلف ثقافة الشفافية بما يتماشى وعملية الحد من الفسادTransparency is a reform issue that plays an important role in the process of elimination and the reduction of corruption in all its forms, exposing the state's planning and executive activities to citizens in order to activate the process of citizen participation in the process of creation and decision-making.
