التلوث البيئي و أثره على الأمن الإنساني

Abstract

Security is a need for man, for society, for territory, for the state and for the world as a whole. Security is an obsession at all levels and is also a target and goal. Given the importance of the environmental dimention in the perspective of human security, we addressed the analysis by addressing the most important threat to the environment, namely environmental pollution and its impact on international efforts to achieve human security. It has been shown that through the ability of environmental pollution regardless of its sources to influence the various dimensions of the problem of comprehensive human security, it does not seem easy to be optimistic to contain the causes of environmental pollusion and eliminate them before they occur, as required by the preventive logic of protective protection of human security, which is difficult to devote it from the field Philosophical thought this pessimism is justified by the existanceof a set of gaps that prevent the effectiveness of the current procedures and explain the reason for the continuation of pollution as previously explained. الأمن بالمنظور المعرفي هو حاجة للإنسان، للمجتمع، للإقليم، للدولة و للعالم ككل. فالأمن يعد هاجس على جميع المستويات و هو أيضا غاية و هدف. و نظرا لأهمية البعد البيئي في منظور الامن الانساني فقد تناولناه بالتحليل من خلال التصدي لأهم خطر على البيئة وهو التلوث البيئي و مدى تأثيره على أبعاد الأمن الانساني المختلفة و كذلك على الجهود الدولية لتحقيق الامن الإنساني. و قد تبين أنه من خلال قدرة التلوث البيئي بغض النظر عن مصادره على التأثير في مختلف الابعاد المشكلة للأمن الإنساني الشامل فإنه لا يبدو من السهل التفاؤل بإحتواء مسببات التلوث البيئي و القضاء عليها قبل حدوثها مثلما يقتضيه المنطق الوقائي الحمائي الاستباقي للأمن الانساني و الذي يصعب تكريسه اجرائيا و اخراجه من مجال الفكر الفلسفي، هذا التشاؤم له ما يبرره نتيجة وجود مجموعة من الثغرات التي تحول دون فعالية الاجراءات الحالية و تفسر سبب استمرار التلوث كما سبق بيانه.
