ضــوابـط البنـاء في ولايـات الجنـوب طبقـا للمـرسـوم 14/27

Abstract

كرّس المشرع الجزائري قواعد خاصة للتهيئة العمرانية بولايات الجنوب، وظيفتها تنظيم وتكوين حركة البناء في إطار التسيير الاقتصادي للأراضي والموازنة بين الوظائف السكنية، الفلاحية والصناعية، ووقاية المحيط الطبيعي والتراث الثقافي والتاريخي عن طريق مجموعة ضوابط عمرانية، معمارية وتقنية مطبقة على البنايات بهذه المناطق، بهدف إيجاد تفاعل وتناسق بين الأبعاد البيئية، الاقتصادية والاجتماعية والثقافية والايكولوجية وكيفية إدراجها ضمن عملية التخطيط والتصميم وفقا لمتطلبات البيئة الصحراوية ومتغيراتها المناخية، كل هذا ترتب عنه عدم تحديد طبيعة هذه الضوابط وأثرها على البناء.The Algerian legislator has devoted special rules to the urban development of the southern states , its function is to organize and form the construction movement within the framework of the economic management of the lands, and the balance between the residential, agricultural and industrial functions, and the protection of the natural environment and the cultural and historical heritage through a set of urban, architectural and technical restrictions applied to the building in these areas, interaction and consistency between environmental, economic, social, cultural, and ecological dimensions and how to include them in the process of planning and design process according to the requirements of the desert environment and its limate variables, all this has resulte to a lack of determination of the nature of these restrictions and their impact on the freedom of construction
