Abstract

يتمتع رئيس الجمهورية في النظام السياسي الأمريكي بمكانة هامة، فهو محور هذا النظام باعتباره رئيسا للدولة والحكومة معا، ويباشر مهام السلطة التنفيذية بنفسه، ويتمتع بسلطات واسعة، وهو الذي يقوم برسم السياسة العامة للبلاد لا يشاركه احد، والوزراء مجرد معاونين له ويخضعون لإرادته، وينفذون سياسته، وهم مسؤولون أمامه، لأنه هو الذي يقوم بتعيينهم وعزلهم، ولا يخضعون لمساءلة الكونغرس، ولا تربطهم علاقة به. وطبقا لمبدأ الفصل بين السلطات المنتهج في الولايات المتحدة الأمريكية، لا تربط بين الكونغرس ورئيس الجمهورية أي علاقة، فكل منهما يعمل بمعزل واستقلالية عن الآخر، فالكونغرس لا يمكنه مساءلة رئيس الجمهورية الذي يكون مسؤولا فقط أمام الشعب الذي قام بانتخابه، وهو لا يمكنه حل الكونغرس، إلا انه من ناحية الممارسة هناك علاقة تأثير وتأثر بينهما.In the American political system, the President has a key position; he is at the center of the system as a head of the State and Government altogether. In accordance with the principle of separation of powers in the United States of America, there is no relation between Congress and the President, and each of them working independently. Congress cannot hold accountable the President of the Republic, who is accountable only to the people who elected him. He cannot dissolve Congress. However, in practice, there is an impact relationship between them.
