دور القيادة الديموقراطية في الحد من ظاهرة الفساد الإداري

Abstract

لقد تزايد الاهتمام في الآونة الأخيرة بموضوع القيادة الإدارية، و ذلك لعدة أسباب و في مقدمتها الفساد الإداري، هذه الظاهرة التي شغلت تفكير الباحثين في العلوم الاقتصادية و السياسية و الإدارية والاجتماعية عبر مر العصور لم تعد مرضا محليا و فقط بل صارت وباء معدي بسقامه و آثاره الفتاكة والعابرة لحدود الدولة، فتهدد مسيرة التنمية و مستقبل المجتمعات، و لعل ما اتضح مؤخرا فيما يتعلق بقضايا الفساد الإداري التي نخرت العديد من البلدان و على رأسها الجزائر يدل على مدى ممارسات الفساد الإداري وانتشار مظاهره في الحياة السياسية و الاقتصادية و الاجتماعية. و من هذا المنطلق تم التطرق إلى القيادة الديموقراطية كأداة من أدوات الإصلاح و أحد روافد عملية التنمية في المجتمع ودورها في مكافحة هذه الظاهرة.Recently, there has been a growing interest in management leadership for several reasons primarily administrative corruption, this phenomenon has occupied the thinking of researchers in economic, political administrative and social sciences throughout the ages, it has not only become a local disease, but also a contagious epidemic with its lethal and trans boundary effects. It threatens the development process and the future of societies, perhaps the recent revelations have been made with regard to corruption cases that have left many countries behind, first of all. Algeria indicates the extent to which administrative corruption is practiced and its manifestations spread in political, economic and social life. From this point of view, democratic leadership has been addressed as a tool for reform, a vehicle for social development and its role in reducing this phenomenon.
