واقع إدارة وتسيير قطاع النفايات في الجزائر ومساهمته في تحقيق التنمية المستدامة

Abstract

تهدف هذه الدراسة إلى إبراز استراتيجية الجزائر في إدارة وتسيير قطاع النفايات الذي يشكل أبرز قطاعات الاقتصاد الأخضر لتحقيق إلى التنمية المستدامة، حيث توصلت إلى أن السلطات القائمة على القطاع اتخذت إجراءات على المستوى المركزي والمحلي لمواجهة ظاهرة تفاقم النفايات لكونها من أهم مسببات التلوث البيئي وظاهرة الاحتباس الحراري من خلال التأطير القانوني والمؤسساتي والآليات المناسبة لترقية الخدمة العمومية في مجال إدارة وتسيير النفايات إلى جانب تشجيع الاستثمار في مجالات تثمينها، ورغم المردودية المقبولة لبعض نشاطات التثمين ومساهمتها في تحقيق العديد من المكاسب انعكست إيجابا على مختلف أبعاد التنمية المستدامة إلا أنها لم ترق إلى المستوى المطلوب فلا تزال هناك بعض النقاط السوداء تسجل في مجال تسيير النفايات، مما يعطي انطباعا بقصور الخدمة العمومية في هذا القطاع وضياع فرص ثمينة في توفير الطاقة والموارد الطبيعية لانخفاض نشاطات المعالجة والتثمين، وما لذلك من انعكاسات سلبية على البيئة والاقتصاد والمجتمع وهذا ما يتطلب الاستمرار في إدخال التحسينات الأكثر فعالية وملائمة على إجراءات تسيير النفايات وتكييفها حسب التطورات الواقعة في المجتمع.This study aims to highlight Algeria's strategy in the management and management of the waste sector, the most prominent sector of the green economy, which is the locomotive for access to sustainable development، In finding that sector-based authorities have taken action at the central and local levels to counter the worsening phenomenon of waste as one of the most important causes of environmental pollution and global warming through legal and institutional framework and appropriate mechanisms to upgrade the public service in the area of waste management and management, as well as to encourage investment in their valuation areas, Despite the acceptable feasibility of some valuation activities and their contribution to the achievement of many gains, which have been positively reflected in various dimensions of sustainable development, they have not lived up to the desired level، Some black points are still recorded in the area of waste management، impression of the inadequacy of the public service in this sector and the loss of valuable opportunities in the provision of energy and natural resources to reduce treatment and valuation activities, This has negative repercussions on the environment, the economy and society and requires continuing to make the most effective and appropriate improvements in waste management procedures and adaptation to developments in society.
