مؤشرات الحوكمة في قطاع النقل تجربة جنوب الصحراء الكبرى في إفريقيا

Abstract

ملخص كان الهدف من هذه الدراسة هو تحديد المؤشرات التي لديها القدرة على إجراء تقييم موثوق للحوكمة في قطاع النقل و التي أجريت على الأربع دول الرائدة في جنوب الصحراء الكبرى في أفريقيا والمتمثلة في مالي، تنزانيا، كينيا وزامبيا. اعتمدت الدراسة على المنهج الوصفي و خلصت إلى النتائج التالية: تعتبر المهام و الكفاءات المؤسسية و الأولويات الاستراتيجية والاستدامة من المؤشرات الرئيسية التي تعنى بالمستوى الاستراتيجي لقطاع النقل، أما ضبط الميزانية وتصميم البرنامج والمشتريات و التسليم فتعبر عن مؤشرات تمس الجانب التكتيكي، بينما نشر المعلومات والتدقيق الخارجي و المساءلة فهي مؤشرات تخص الجانب الرقابي في قطاع النقل. الكلمات المفتاحية:الحوكمة؛ قطاع النقل في جنوب الصحراء الكبرى في أفريقيا؛ مؤشرات تقييم الحوكمة؛ تصنيفات JEL .... ،.... ،.... : Abstract The aim of this study was to identify indicators that have the potential to conduct a reliable assessment of governance in the transport sector and was conducted on four countries in sub-Saharan Africa; They are Mali, Tanzania, Kenya and Zambia. The study relied on the descriptive approach and concluded with the following results: Institutional tasks and competencies, strategic priorities and sustainability are considered key indicators of the strategic level of the transport sector, while budget control, program design, procurement and delivery express indicators affecting the tactical aspect, while information dissemination and external auditing and Accountability is indicators related to the regulatory aspect in the transport sector.
