نحو تفعيل ترتيبات بناء السلام من منظور المنظمات الدولية غير الحكومية

Abstract

تهدف هذه الدراسة إلى تحليل الدور الذي أضحت تتميز بها المنظمات الدولية غير الحكومية في ظل الإنتقال من منطق سيطرة الفاعل الدولاتي إلى منطق تعدد الفواعل غير الدولاتية، والتي أصبحت من مميزات النظام العالمي في فترة ما بعد الحرب الباردة، حيث أصبحت لهذه الفواعل دور مهم في كل مراحل النزاع من نشوبه إلى المرحلة التي تعقب النزاع مباشرة والتي تم تحديدها بمفهوم بناء السلام الذي يتضمن مجموعة من الترتيبات التي تمنع تجدد النزاع من خلال إرساء مجموعة من العمليات التي تضمن الحقوق والحريات على المستوى المحلى والعالمي.The aim of this study was to analyze the role that has become characterized by international organizations, non-governmental organizations under the transition from the logic of the control of international actors to the logic of the multiplicity of non-international actors is , which has become a feature of the global system in the post-Cold War, these actors play an important role in all stages of conflict to erupt from the stage following the conflict directly and identified as the concept of peace-building, which includes a set of arrangements that prevent new conflict to appear through the establishment of a set of processes that ensure the rights and freedoms at the local and global levels .
