Du Rôle De L’évaluation Dans L’amélioration Du Rendement De L’enseignant Universitaire

Résumé: L’évaluation étant une pièce maitresse dans le processus d’apprentissage, le présent article cherche à souligner le fait que bien qu’elle ait cette importance cruciale, elle reste –du moins chez nous, dans les universités algériennesplus précisément et, à un degré moindre, dans les niveaux scolaires antérieurs , pratiquée malheureusement dans un sens unique : celui allant de l’enseignant comme étant seul habilité à évaluer vers l’apprenant comme étant seul à toujours subir cette évaluation et donc toujours seul à porter la responsabilité complète de l’échec de l’opération d’apprentissage. Notre article cherche, à travers une réflexion fruit de l’expérience, à remettre l’évaluation à la place qui lui convient dans le processus d’apprentissage, c’est-à-dire un acte que l’on retrouve tout au long du processus et un acte qui, ne déresponsabilisant plus personne, responsabilise tout le monde (l’enseignant et l’apprenant) dans l’échec, ...s’il advient. الملخص: يمثل التقويم عنصرا محوريا في مجال التعليم و يحاول المقال التالي ان يبرز إشكالية انه و بالرغم من الاهمية البالغة الثي تكمن وراء العملية و كونها لا يستغنى عنها في اي عملية تعليمية الا انها تمارس في جامعاتنا على وجه الخصوص – وفي مدارسنا عموما- بطريقة مبتورة حيث انه جرت العادة ان يقيم المتعلم وحده و بالتالي ان يحمل مسؤولية فشله وحده و يبقى الاستاذ – ذلك العنصر الهام ايضا في العملية التربوية – في منأى عن المساءلة وبالتالي بعيد من ان يحمل اية مسؤولية في عملية هو فيها عنصر فعال. و مداخلتنا تهدف الى محاولة اعادة الامور الى نصاب اكثر عدلا حيث بتقويم اشمل نتقاسم كلنا فوائد النجاح المرجو او مسؤولية الفشل الذي نعمل جاهدين على تفا ديه.
Moorish Stimulus To European Renaissance

Abstract The middle Ages, as the precursor of Modern Times, were not totally dark and witnessed some great achievements essential to Renaissance philosophical thought. The Classical and Scientific Renaissance in Europe did not occur overnight but were the fruit of manifold contributions. Making the link between the two ages will help revisit the Moorish stimulus to European Renaissance and highlight its impact on subsequent European enterprises. This article examines how the Moors stimulated European Renaissance. It attempts to show the impact they had on European literature, and most importantly the scientific inheritance they left, which was so significant that it even triggered European expansion. It is in this scientific context that Columbus’s idea to sail west to reach the East took shape. This article also endeavors to rehabilitate the role of the Moors in the making of European Renaissance. The Moors were not mere transmitters of the Greek heritage, but rather refiners and creators, who considerably contributed to the foundations of Western Science. Moorish scholarship was disseminated to the West through the Iberian Peninsula. The crusades and the schools of translation are portrayed as outstanding means through which Europeans became aware of the Moorish scientific genius that was an impetus to the subsequent European Renaissance. ملخص اعتبرت العصور الوسطى كتمهيد للعصر الحديث، ولم تكن مظلمة تماما بل شهدت بعض الإنجازات الكبيرة التي كانت أساسية لنهضة الفكر الفلسفي.لم يحدث عصر النهضة الكلاسيكية والعلمية في أوروبا بين عشية وضحاها،بل كان ثمرة مساهمات متعددة الجوانب. محاولة الربط بين العصرين سيساعدنا على إعادة النظر في الحافز المغاربي للنهضة الأوروبية وإبراز أثره على المشاريع الأوروبية اللاحقة. يسلط هذا المقال الضوء على تحفيز المغاربة للنهضة الأوروبية. و يهدف أيضا إلى إظهار مدى تأثير هم في الأدب الأوروبي، إضافة إلى تراثهم العلمي الذي كان ذات أهمية بالغة وآثار جد معتبرة ساهمت حتى في الهام التوسع الأوروبي. حيث في نفس هدا السياق، تبلورت فكرة كولومبوس بالإبحار غربا للوصول إلى منطقة الشرق. كما يسعى هذا المقال إلى إعادة الاعتبار للدور المغاربي في صنع النهضة الأوروبية. لم يكن المغاربة مجرد ناقلي للتراث اليوناني، بل مبدعون ساهموا بقدر كبير في تأسيس العلوم الغربية. و قد تم انتشار معرفتهم عبر شبه الجزيرة الإيبيرية. حيث ساهمت الحروب الصليبية ومدارس الترجمة في تمكين الأوروبيين من الاطلاع على العبقرية العلمية المغاربية التي كانت دافعة للنهضة الأوروبية فيما بعد.
Pour Une Analyse Enonciative Des Titres De La Presse Algerienne Francophone Le Cas De : Le Soir D’algérie, Liberté Et El Watan

Résumé Notre article traite des titres de la presse écrite algérienne francophone. Il s’agit notamment de la façon dont les instances journalistiques les conçoivent en tant que fait linguistique ayant leur nature, leur structure et leur mécanisme. Dans le même ordre d’idées, cette contribution aspire à une meilleure appréhension de la langue des titres de la presse écrite algérienne d’expression française dans la mesure où nous tenterons de mettre en lumière ses différentes fonctions communicatives ainsi que les éventuels enjeux discursifs qui conditionneraient la composition d’un titre de presse écrite. الملخص: يتطرق هذا المقال لدراسة تركيبية ولغوية لعناوين الصحف الجزائرية الناطقة باللغة الفرنسية وكذا العوامل السياقية وغير السياقية التي تحدد اختيار الصحفيين لعناوينهم. وفي الإطار نفسه، فإن الدراسة تحاول إماطة اللثام عن وظائف العنوان وبخاصة الوظيفة التواصلية وقدرتها على التأثير في المتلقي كون العنوان هو الفاتحة التي يلج منها القارئ إلى المقال.
The United States Congress: Faces Difficulties With Algiers: 1794 (from Official Records Of The Congress)

This study investigates official discussions of members of the American congress in January1794; various problems were facing the new republic in the American continent among them, the prohibition of the American commerce from reaching over the Mediterranean sea because of the Algerian navy. The Algerian non-recognition of the independence of the United States and its separation from Great Britain was due to Special relations between Algeria and Britain in that period. Therefore, members of the congress discussed the matter of the protection of American commerce in high seas. Besides, They have studied the establishment of US fleet to face the Algerian navy. At the end, though the deficiency in the required money, they agreed to construct canons and six ships of different size to hinder the Algerian ones. Some people even requested buying peace from Algeria, where as others refused because they claimed the Portugal support, its ports and ships to be against the Algerian fleet through the Strait of Gibraltar which was considered a vital transit to the Algerian fleet towards the Atlantic Ocean; and chasing the American merchant vessels. This has effectively led to taking down 11 ships in one month, in October 1793. Consequently, Britain has commanded Portugal to sign a truce with Algeria in 1793. This has enabled her to overpass the strait to the Atlantic. The result was the capture of 11 ships with their crew that contained 105 US sailor and 21 captives in July 1785. ملخص تتناول هذه الوثيقة الرسمية مناقشات أعضاء الكونجرس الأمريكي في جانفي 1794، الصعوبات التي واجهت الجمهورية الجديدة في القارة الأمريكية، وهي عديدة، من أهمها حرمان التجارة الأمريكية من الوصول إلى البحر المتوسط، بسبب البحرية الجزائرية وعدم اعتراف الجزائر باستقلال الولايات المتحدة عن بريطانيا نظرا للعلاقات المميزة بين الجزائر وبريطانيا في هذه الفترة، وعليه تناقش أعضاء الكونجرس في مسألة حماية التجارة الأمريكية في أعالي البحار، ودرسوا مسألة إنشاء أسطول أمريكي لمواجهة البحرية الجزائرية، واتفقوا في النهاية على بناء ست سفن متنوعة الحجم والمدافع للتصدي للسفن الجزائرية، رغم عدم توفر المال اللازم لهذا الأمر، وطالب البعض بشراء السلم من الجزائر وعارضه الآخر، إلي طلب دعم البرتغال بموانئها وسفنها للوقوف ضد الأسطول الجزائر عبر مضيق جبل طارق، الذي يعد معبرا حيويا للأسطول الجزائري نحو المحيط الأطلسي واصطياد السفن التجارية الأمريكية ، وهو ما أدى فعلا إلى إلقاء القبض على 11 سفينة تجارية أمريكية في شهر واحد، أكتوبر، عام 1793، عندما أمرت بريطانيا البرتغال بإبرام هدنة مع الجزائر، سنة 1793. وهو ما مكنها من اجتياز المضيق إلى الأطلسي وكانت النتيجة أسر 11 سفينة بطاقمها المكون من 105 بحار أمريكي، و21 أسير سنة 1785 في شهر جويلية .
اتَجاهات تطوير المنتجات المالية على ضوء مقاصد الشريعة الإسلامية - دراسة للعقود الصورية -

ملخص: لاشك أن المؤسسات المالية الإسلامية بحاجة اليوم إلى تطوير منتجاتها أكثر من أي وقت مضى، لذا لابد لها من ابتكار منتجات مالية تحافظ على هويَتها الإسلامية، فلا يجوز تطوير منتج يضيَع حقوقا أو يمس بعقيدة المسلم أو يقوم على حيل هدفها تحليل الحرام. وقد توجهت المصارف الإسلامية في الآونة الأخيرة لابتكار منتجات مالية، على أساس العقود الصورية، لذا لابد من دراسة هذه المنتجات المبتكرة، والتأكد إن كانت تلبي الحاجات الاستثمارية وتتفق مع مقاصد الشريعة الإسلامية. وقد توصلت الدراسة إلى عدة نتائج أهمها، أن غايات ومقاصد المنتجات المطورة من خلال العقود الصورية تتعدد؛ فقد يراد بها الوصول ونيل ما شرعت لأجله، وقد تكون حيلة يراد بها تحليل المحرم، بالإضافة إلى أن الاجتهاد المنضبط بالمقاصد الشرعية يحد من تنامي الحيل والالتفاف حول غايات الشريعة الإسلامية. Abstract: Undoubtedly that the Islamic financial institutions today need to develop their products more than ever before. They should innovate financial products that keep its Islamic identity, without affecting the Muslim’s faith, rights or be based on tricks that are aimed to access to Haram; In the recent times Islamic banks fell just to innovate financial products, based on simulated contracts, so must study these innovative products, and ensure that they meet the needs of investment and agree with the The purposes of Sharia. The most important study results are: that the purposes of the products developed through simulated contracts are multiple, it has targeted what permitted by Shari'a may be a ploy intended to the forbidden permission, In addition to that ijtihad disciplined objectives of Shari'a limits the growing tricks and circumvent about the purposes of the Islamic Sharia.
أثر الأدلة العقلية في مرونة الشريعة الإسلامية

ملخص: إن الشريعة الإسلامية هي خاتمة الرسالات السماوية، وهي صالحة لكل زمان ومكان، بما خصها الله من خصائص كثيرة تميزها عن غيرها من الشرائع السماوية والنظم الوضعية، أهمها خاصية الجمع بين الثبات والمرونة. والاجتهاد هو الدليل القوي على قابلية الشريعة الإسلامية للوفاء بكل الحلول والحاجات ومواجهة كل المستجدات، وهو البرهان على خلود هذه الشريعة ومرونتها وصلاحيتها لكل زمان ومكان، وذلك في ظل أصولها الثابتة وأحكامها الكلية. والتجديد كالاجتهاد من أهم معالم مرونة الشريعة الإسلامية ومجالهما الواسع والثري هو الأدلة العقلية. وميزة المرونة تتسم بها الشريعة الإسلامية سواء في مصادرها النقلية أو العقلية، ومصادر التشريع كلما كثرت وتعددت وتنوعت، كلما كان هذا التشريع أكثر مرونة واتساعا، وأكثر حيوية وصلاحا، حيث إن المجتهد الفقيه مفتيا كان أو قاضيا أو حاكما إذا عرضت له قضية، استطاع أن يستنبط الحكم الشرعي لها بناء على هذا الدليل أو ذاك، طالما أنه دليل معتبر لدى إمام من الأئمة. والمرونة والسعة والصلاحية التي امتازت بها الشريعة الإسلامية لا تعني بحال من الأحوال أنها قابلة للتغيير والتبديل، والتعديل والتطوير، بحيث تخرج عن أصالتها، فلا يجوز أن تغير نصوصها وتبدل، أو تفسر أو تؤول بما يساير تطور الزمن وما تعارف عليه الناس وألفوه من مفاسد ومنكرات في أعرافهم وفي تشريعاتهم وتقنيناتهم. Résumé: La charia islamique est la conclusion des messages célestes, qui sont valables pour tous les temps et lieu, que Dieu a distingué des autres religions célestes et lois humaines, par beaucoup de caractéristiques parmi lesquels la propriété de la stabilité et de la flexibilité. La diligence est une preuve solide de la viabilité de la loi islamique (charia) pour répondre à tous les besoins et les solutions et faire face aux nouveautés de la vie, elle est la preuve de l'immortalité de cette loi et sa flexibilité et son aptitude à tous les temps et de lieu en la lumière de ses actifs et provisions fixes totaux. Le renouvellement est comme l’indulgence est l’un des plus importants plier de la flexibilité de la charia islamique et leur domaine riche et large sont les preuves mentales. L'avantage de la caractéristique de la flexibilité de la loi islamique dans les deux sources pour les textes ou mentale. Plus que les sources de la législation, sont variés, multiples le projet de loi est plus souple, plus large et plus énergique et efficace, comme le juriste (mufti), un juge ,ou un gouverneur est en mesure de déduire décision islamique sur la question offerte à lui, en référence a un manuel ou l'autre, tant qu'il existe des preuves considérables à l'imam des imams. La flexibilité, la capacité et l'autorité qui a été caractérisée par la loi islamique ne signifie en aucune façon qu'ils sont sujets à changement , l'ajustement et le développement, à sortir ou dévier de son originalité, il est interdit de modifier ou changer les textes, ou interprété que selon le rythme de l'évolution du temps et et les mauvaises coutumes des personnes dans leur vie législations.
أثر الإيمان باليوم الآخر على السلوك الاقتصادي للمسلم

ملخص: تناول الباحث أثر الإيمان باليوم الآخر على السلوك الاقتصادي للمسلم الذي ينبع من عقيدة راسخة في القلب أولا، وبالوعي التام بحقيقة الحياة الدنيا، لكونها مجالا للتسابق نحو الفوز الحقيقي في الدار الآخرة. يُستهل البحث ببيان مفهوم الإيمان باليوم الآخر كمقوم أساس من مقومات الإيمان، فإذا تمكنت النظرة الشاملة في العلاقة بين الحياة الدنيا والآخرة من نفس المؤمن أثمرت سلوكا متميزا في ربط العقيدة بالاقتصاد في الإنتاج والإنفاق والاستهلاك وسائر الظواهر الاقتصادية، مدعما بيان هذا الأثر من سلوك الصحابة رضوان الله عليهم، كنموذج للحياة الإنسانية الواعية لهدفها في الحياة. ويخلص الباحث إلى أن هذا الإيمان يحرر المسلم من أسر المادة وحب الدنيا ويحولها إلى وسيلة عمل وسعي جاد ومسؤولية نحو تحقيق الهدف الأكبر للإنسان والسعي نحو ابتغاء مرضاة الله. Abstract Researcher showed the impact of faith of the last day on the economic behavior of the Muslim which stems from a well-established doctrine in the heart firstly, and the full consciousness in the fact of this life , because it is the area of the real race to win in the hereafter, the Study begins with the statement of the general doctrine concept and the faith in the last day as a fundamental element of doctrine, in particular, so if this overview was generalized in the relationship between this life and the last day resulted a distinct behavior in connecting doctrine to the economy in production, consumption, spending and other economic phenomena, This effect is supported by a statement of the behavior of the caliphs, God bless them, as a model for the conscious human life to its aim in life, the researcher concluded that this faith frees the Muslim of constraints of material life.
افتتاحية العدد: من أخطاء الباحثين في كتابة المقالات العلمية

تتناول كلمة العدد الأخطاء والنقائص التي يقع فيها الباحثون عند إعداد الأوراق العلمية والمقالات والبحوث قصد نشرها في المجلات الأكاديمية، والتي تتسبب عادة في رفض نشر مقالاتهم وأبحاثهم، حتى يتلافوها ولا يقعوا فيها مستقبلا.
الإعلان التلفزيوني كآلية لتغيير العادات الاستهلاكية

الملخص: يعتبر الإعلان التلفزيوني الوسيلة الإعلانية الأكثر رواجا والأكثر فاعلية من غيرها من الوسائل الأخرى. فإلى جانب كونه وسيلة متكاملة تجمع بين الصوت والصورة، فهو أيضا يصل إلى جميع فئات المجتمع دون تمييز ودون حواجز، ولهذا السبب تزايد إقبال المعلنين على التلفزيون للإعلان عن منتجاتهم باستخدام مختلف الأساليب المعتمدة في التلفزيون لإقناع وتوجيه المشاهدين نحو استهلاك منتجاتهم . وفي المقابل، وفي ظل انفتاح القنوات الفضائية على العالم بأسره، وجد المشاهد نفسه أمام زخم هائل من الإعلانات بكل أنواعها وأهدافها سواء استطاع تجنبها أم لا. وقد تحدث هذه الإعلانات آثارا إيجابية وسلبية في سلوك المشاهد سواء تعلق الأمر بعملية شراء المنتوجات المعلن عنها، أو بتغيير العادات الاستهلاكية نحو الأحسن أو الأسوأ. ولهذا تهدف هذه الورقة البحثية إلى إبراز الأثر الذي يحدثه الإعلان التلفزيوني سواء في تغيير الرغبات والعادات الاستهلاكية أو في سلوك المشاهد عند اقتنائه لمختلف المنتجات. Abstract The televised advertising is considered to be the most common and the most effective means when compared to others; besides being a means that brings together between sound and pictures, it also can reach all categories of society with no distinction or barriers. For this reason, advertisers are increasingly rush to television to advertise their products, using different methods to convince and direct viewers to consume their products. By contrast, and in light of spatial channels openness over the world, the viewers have found themselves in front of enormous number of different adverts, whether they can avoid them or not, these adverts may cause positive or negative effects on consumers behavior, whether the matter is concerned with buying the advertised products or changing consumption habits towards better or worse. This paper aims at showing the affect caused by televised advertising, on changing desires and consumption habits and on the viewers behavior when buying different products.
الإهمال العائلي وتأثيره على سلوك الأحداث للجنوح نحو الجريمة في الجزائر

ملخص تعد الأسرة الوسط المباشر الذي يحيط بالشخص منذ تاريخ ميلاده، ولها دور هام في توجيه وتحديد الملامح الأساسية لنوع النمط السلوكي الذي ينتهجه عبر مراحل نموه. ويتوقف نوع النمط السلوكي المنتهج من طرف الأبناء على أداء الأبوين لدورهما داخل الأسرة، فإذا قصر أحدهما أوكلاهما في وظائفهما الأسرية نتج عن ذلك انحراف الأبناء وانتهاجهم للسلوك الإجرامي، ولذلك كان العديد من الآباء كانوا السبب في دخول أبنائهم مؤسسات إعادة التربية والتأهيل. Résumé La famille est le centre direct qui entoure la personne depuis sa naissance, et joue un rôle important dans l'orientation et la détermination des caractéristiques types de son comportement qu'il suivra tout au long de sa vie. Le comportement stéréotype des enfants dépend sur la performance des parents à leur rôle au sein de la famille. Si l'un ou tout les deux défaillent à leur fonctions familiales, cela abouti à un comportement criminel de l'enfant .De nombreux parents sont la cause de pousser leurs enfants a joindre des établissements de rééducation et de réadaptation.
التفريق القضائي بين الزوجين بسبب الأمراض الجنسية في الشريعة الإسلامية وبعض قوانين الأحوال الشخصية العربية

ملخص: تعود فكرة التفريق بين الزوجين بسبب العيوب التي أخذت بها قوانين الأحوال الشخصية في البلاد العربية والإسلامية إلى الشريعة الإسلامية، وقد قسم جمهور الفقهاء العيوب التي تجيز لأحد الزوجين طلب التفريق إلى نوعين: عيوب تناسلية، وعيوب منفرة أو ضارة، ولم ينصّ الفقهاء على كل العيوب التي يمكن أن تظهر مع تطور الزمن؛ ولكن وضعوا في الغالب ضوابط وقواعد وعللوا بعض العيوب بعلل يمكن أن يندرج تحتها ما يستجد من عيوب وأمراض. ومع تطور الطب الحديث تم اكتشاف أمراض خطيرة، ومن بين هذه الأمراض: الأمراض الجنسية؛ وهي مجموعة واسعة من الأمراض تنتقل عن طريق الممارسة الجنسية، والإشكالية التي يتناولها هذا البحث هي: هل الأمراض الجنسية من العيوب التي تجيز لأحد الزوجين طلب التفريق في الشريعة الإسلامية وقوانين الأحوال الشخصية العربية؟. وللإجابة على هذا السؤال قسمنا هذه الدراسة إلى ثلاثة مباحث: المبحث الأول: خصصناه للتعريف بالأمراض الجنسية من الناحية الطبية، والمبحث الثاني: تناولنا فيه موقف فقهاء الشريعة الإسلامية من التفريق بين الزوجين بسبب العيوب، والمبحث الثالث: بَيَّنا فيه موقف قوانين الأحوال الشخصية من التفريق بين الزوجين بالأمراض الجنسية. Abstract: The idea of separation between the two spouses because of defects which introduced by the personal status laws in the Arab and Muslim countries into Islamic sharia .the audience of scholars divided flaws that allow one couple asked separation into two types ;genital defects and harmful defects. Jurists did not provide for all defects that can appear with the evolution of time as this impossible ‘but they put mostly controls and roles’ and they gave the reason for some flaws which can appear later .with the development of modern medicine has been the discovery of serious and infectious diseases .among this diseases: Sexual diseases which Transmitted through sexual intercourse ‘and sometimes transmitted in other ways. Problematic in this research is; Is sexual diseases are flaws that allow one spouse to seek a separation in Islamic law and personal status laws? To answer the question we divided this study into three sections: The first section; It has been allocated for the definition of sexual disease from a medical point. The second section; the position of Islamic law scholars of separation between the couple because of sexual diseases. The third section; the position of Islamic law scholars and Personal status laws of separation between the couple because of sexual diseases.

الملخص: قمتُ من خلال هذه الدراسة بالوقوف على واقع التنمية الإدارية في الدوائر الحكومية الجزائرية، وذلك من خلال التعرف على مستوى التطبيق الفعال لبعض من مقومات وأساليب التنمية الإدارية (تنمية الموارد البشرية، تبسيط إجراءات العمل، تطوير القوانين والأنظمة الإدارية) على مستوى بلدية برج بوعريريج، حيث تضمنت هذه الدراسة ثلاث فرضيات إجرائية تتعلق كل واحدة بأسلوب من أساليب التنمية الإدارية، وقد تم استخدام المنهج الوصفي وعينة مكونة من 300 عامل من البلدية بطريقة عشوائية طبقية، وتم الاعتماد على استمارة مكونة من أربعة محاور وملاحظة لجمع البيانات الميدانية. وقد أسفرت النتائج النهائية للدراسة عموما عن عدم إيلاء الدائرة الحكومية محل الدراسة أهمية كبيرة لتحقيق التنمية الإدارية، وذلك من خلال عدم التطبيق الفعال لمختلف مقومات التنمية الإدارية، حيث نجد أن إدارة البلدية محل الدراسة تعاني من الكثير من المشكلات على مستوى تنمية الموارد البشرية، كما أن إجراءات عملها تتسم بالتعقيد وتستغرق وقتا طويلا مما يتسبب بتذمر مستمر من طرف المراجعين، كما تنتشر البيروقراطية والمركزية على مستوى الدائرة، بالإضافة إلى أن قوانين الدائرة وأنظمتها غير واضحة وغير شفافة، كما نجد أن هناك رقابة مشددة على مختلف المعاملات أدى إلى نتائج عكسية وتسبب في انتشار الفساد الإداري بدلا من الحد منه. Abstract: Through this study we stand on reality management development in The Algerian Government services, through the identification of the level of effective ingredients and methods of administrative development (human resources development, streamlining work procedures, Laws and regulations), the study also included three hypotheses procedural each one ingredient or method of management development, has been using the descriptive and a sample of 300 workers from the municipal of bordj bou arreridj, depending on the form of four axes and note for field data collection . The final results of the study are generally not given the Government Department under study great importance to management development, Through lack of effective application of the various management development elements, Where we find the Department suffers from a lot of problems in the development of human resources and work procedures at district is complex and time-consuming, causing a constant murmur of reviewers, Also widespread bureaucracy and centralization of the Department, in addition to the laws and regulations of the institution are unclear and not transparent, And we find that there is tight control over various transactions led to widespread administrative corruption rather than reduce it.
الجمعيات الخيرية: تعريفها وتأصيلها وصلتها بالمؤسسة الوقفية

ملخص: فعل الخير والإحسان ضرورة لبقاء الجماعة واستمرارها وسعادتها، وقد يقوم بعض الأشخاص منفردين بذلك إلا أنّ عملهم يكون محدوداً وضعيفاً وضيقاً: خدمات مادية بسيطة فردية؛ وقد تقوم به فئات مجتمعة، فيتوقف مدى نجاحها على مدى قوتها وتساندها فيما بينها. وقد استطاع المسلمون أن يسبقوا غيرهم بأشواط بعيدة المدى في مجال التكافل الاجتماعي، يدفعهم إلى ذلك طلب الرضا من الله تعالى، والفوز باليوم الآخر، وخدمة أفراد مجتمعهم. نشأت الخدمة الاجتماعية منذ القديم من خلال مؤسسة الوقف التي توسعت ونُظمت، وأصبحت علماً قائماً على أسس وقواعد، تقوم به جمعيات ومؤسسات منَظَمَةٌ، لها أهداف واضحة، وتشرف عليها وزارات حكومية أو منظمات إقليمية ودولية. يبيّن هذا البحث حكم إنشاء الجمعيات والمؤسسات الأهلية الاجتماعية الخيرية في الإسلام، كما يبرز أصالتها في المجتمع العربي والإسلامي، وأنها أسبق في الوجود من الجمعيات الخيرية في الغرب، كما يبيّن أيضاً مدى ترابط الجمعيات والمؤسسات الأهلية المعاصرة بالوقف الذي يجب إعادة تفعيله واستثماره في كافة مجالات الحياة، وأهمية تكاملها معه في الوقت الراهن. كما يؤكد البحث على أهمية تفعيل المؤسسة الوقفية الحالية، من خلال أساليب جديدة معاصرة، وعلى ضرورة توفير قنوات التنسيق والاتصال والتعاون الوثيق بينها وبين الجمعيات الأهلية، من أجل إقامة مشاريع اجتماعية وإغاثية وتنموية شاملة، بحيث يمكن للوقف من خلالها أن يدعم الحكومات التي قد لا تستطيع تنفيذ بعض الخدمات بشكل مباشر لوجود بعض الثغرات، وأن يوطد تأثيره في اهتمامه الأساس الذي هو محاربة الفقر وتوفير الأمن الاجتماعي، والرقي والنهوض بالأمة من جديد. Résumé: Faire ce qui est bien est une nécessité sociale pour la poursuite de la communauté et son bonheur, Les certaines peuvent ainsi individuellement mais leur travail sera limité et faible. Un groupe devrait faire le bien, mais la mesure de son succès est selon sa coopération avec les autres. Le service social est originaire de l'ancienne à travers le fonds de la dotation qui a élargi et organisé et est devenu une science basée sur des principes, des règles, présenté par des associations et des institutions, des organisations avoir des objectifs clairs où les arabes et les musulmans ont pu réussir et aller trop loin que les autres au domaine de la solidarité sociale. Cette recherche montre le jugement de la création d'association, et d'institution de charité sociale à l'Islam , et montre également son originalité dans la société arabe et islamique, et qu' elle est plus tôt dans la présence d'organismes de bienfaisance dans l'Ouest ; comme elle montre également l'importance de l'intégration et la corrélation des ONG (organisations non gouvernementales) contemporaines avec l'Awqaf islamique qui doit être réactivé, investi dans tous les domaines de la vie. La recherche assure aussi l'activation de l'institution contemporaine du Awqaf par des nouvelles formes et méthodes modernes, et sur la nécessité d'une coordination communs, et la communication les canaux de coopération entre l'Awqaf et les ONG, pour établir des projets sociaux et de développements exhaustifs, alors que l'Awqaf doit soutenir les gouvernements qui ne pourraient pas réaliser certains services sociales directement à cause de certaines lacunes.
الدليل الأمريكي للاضطرابات العقلية في طبعته الخامسة Dsm-5 مقاربة تحليلية نقدية من منظور الأنثروبولوجيا الطبية

الملخص: يهدف المقال إلى اقتراح مقاربة تحليلية ونقدية للدليل الأمريكي للاضطرابات العقلية في طبعته الخامسة 2013 من وجهة نظر الأنثروبولوجيا الطبية. في الجزء الأول من المقال نقترح تقديم الدليل وبالأخص أهم ما تضمنه من اختلافات مع الطبعة الرابعة المنقحة من حيث المجموعات التشخيصية الجديدة ومن حيث المعايير. وفي الجزء الثاني نقدم للقارئ أهم الدراسات في مجال ما يسمى بالطب العقلي العابر للثقافات والتي تمت على موضوع أصبح أساسيا في العالم الغربي وهو "التناذرات الخاصة بثقافة معينة" وكيف تم تناول هذه الأخيرة في الدليل. هذان التقديمان لهما هدف آخر لم تسمح لنا الاعتبارات الخاصة بالنشر تناولها وهي مدى تداخل المصالح الخاصة للخبراء الذين أشرفوا على تحرير الدليل والجمعية الأمريكية من جهة وبين الصناعة الصيدلانية من جهة أخرى. Résumé Ce travail présente une évaluation critique d’un point de vu de l’anthropologie médicale du DSM-5 (Diagnostic and statistical manual of mental disorders -5). Après avoir résumé l’histoire et l’évolution du DSM, l’auteur rappelle les principales modifications qui ont touché les catégories des troubles mentaux dans cette nouvelle version du DSM. Les aspects les plus controversés sont ensuite rappelés, respectivement dans le domaine de la clinique et de la recherche notamment en matière de l’anthropologie médicale.. Seront aussi présentées, les quelques recherches de psychiatrie transculturelle touchant essentiellement les troubles en lien avec les catégories morbides telles qu’elles sont définies dans le DSM 5.
الرموز الحديثية: تاريخها وفقهها وأهميتها ـ كتاب "تهذيب الكمال" للمزي أنموذجا ـ

ملخص: يهدف هذا المقال إلى التعرف على نوع مهم من أنواع الوسائل التي ساعدت المحدثين كثيرا في خدمة الحديث النبوي الشريف، وهي الرموز الحديثية التي تزخر بها كتب الحديث، وهي محاولة مني لكشف اللثام عن أصل وتاريخ هذه الرموز وإبراز كيفية صياغتها وشيء من فقهها، وبيان أنواعها وميادين اِستعمالها. وهذه الرموز هي مفاتيح لفهم كتب الحديث، إن لم أقل أنها لغة المحدثين فيما بينهم، ومعرفتها مما يسهل على الطلبة والباحثين الاستفادة من هذه الكتب. واخترت كتاب "تهذيب الكمال في أسماء الرجال للحافظ المزي ت 742 هـ" مثالا وأنموذجا لهذه الدراسة بينت فيه أهمية وضع المزي لهذه الرموز، وبعض التعقبات –وهي قليلة- الموجهة له، وختمت ببعض النتائج والتوصيات. Abstract : This dessertation aims to identify an important type of means that often helped modernists _ in the Hadith service, which of Alhadith symbols that abound in Hadith books, which is my attempt to uncover the veil of the origin and history of these symbols and highlight how the formulation and something of their jurisprudence, and stating their types and fields of their use. These symbols are the keys for understanding Hadith books if not saying they are - modernist’s language among themselves, and knowing them for making it easier for students and researchers to take advantage of these books. I chose the book "Perfect Refinement in the Names of Men for Hafez Mazzi D742H" an example and a model for this study showed the importance of developing Mazzi of these symbols, and some of the pursuits -and they are not a lot- against him, and I concluded with some results and recommendations.
الكفاف من الرزق: دراسة تأصيلية

ملخص: 1- الكفاف من الرزق هو قدر الحاجة بلا زيادة ولا نقصان، وبه تتحقق الضروريات والحاجيات. 2- الكفاف مندوب إليه، دل على ذلك أدلة منها قوله  في الحديث الصحيح: «قد أفلح من هُدِي إلى الإسلام، ورزق الكفاف وقنع». 3- إن قدر الكفاف غير مقدر، فهو يختلف باختلاف الأشخاص والأزمان. 4- الله تعالى لا يختار لرسوله إلا أكمل الأحوال وأفضلها، وقد اختار له عيش الكفاف واختاره لنفسه عليه الصلاة والسلام، بل ولآل بيته، وقد تبعه معظم صحابته  في ذلك فكانوا نماذج رائعة في هذا المجال. 5- من حكمة اختيار عيش الكفاف من طرف رسول الله  وصحابته: - لرغبة الخالصة فيما عند الله، وإيثاره على ما يفنى. - الخوف على النفس من الركون إلى الدنيا حالا، ومن الحساب مآلا. - عيش الكفاف وسيلة لتربية النفس على التصبر عند عدم الوجدان. - تفضيل عيش الكفاف فيه مراعاة لمصلحة الجماعة. - الملكات الإنسانية أكثر وأكبر من أن ينالها إنسان واحد فاقتضت حكمة الله تعالى توزيعها، فإذا ذكر الكفاف ذكر معه ذوو النفوس العظيمة وعلى رأسهم سيدنا محمد  وآل بيته، وأصحابه، والسعيد من اقتفى أثرهم، وتأسى بهم، فجعل الرزق وسيلة لا غاية. 6- تفضيل عيش الكفاف لا يعني القعود عن العمل، فالمعادلة التي يتم بها التمكين في الأرض هي الإنتاج الوفير والاستهلاك القليل. وصلى الله وسلم على سيدنا محمد وآله وصحبه. Résumé: 1- La suffisance ou (le strict minimum) c’est se suffire au minimum des besoins, ni plus ni moins, ainsi se réalisent les besoins et les nécessités. 2- Vivre avec le strict minimum est recommandé, comme prévu par les paroles du prophète (SBDL) dans son hadith authentique : « a réussi celui qui a été guidé vers l’islam, a bénéficié de vivre avec le strict minimum et a été satisfait » 3- Le strict minimum ne peut être évalué avec précision, ça varie selon les personnes et les époques. 4- Le Bon Dieu ne choisit pour son prophète que le parfait et le meilleur, il lui a choisi la vie avec le strict minimum, lequel a choisi pour lui-même, pour les siens, et ensuite pour la majorité de ses compagnons, ceux-ci sont devenus des modèles formidables dans ce domaine. 5- la sagesse de choisir de vivre avec le strict minimum pour le prophète (SBDL) et ses compagnons se résume comme suit : - Vouloir et préférer absolument l’aude là plutôt que ce qu’il y’a ici-bas - Crainte d’être épris par les tentations de la vie ici-bas et subir le châtiment le jour du jugement dernier - Vivre avec le strict minimum est une façon d’éduquer l’esprit et triompher sur soi quand il y aura un réel besoin - Préférer de vivre avec le strict minimum pour préserver m’intérêt du groupe - Les grandes qualités humaines sont beaucoup plus importantes pour se regrouper chez une seule personne, la volonté divine a voulu les distribuer, quand il s’agit de vivre avec le strict minimum, on cite avec les gens avec des esprits très nobles, à leur tête, le prophète (SBDL) sa famille et ses compagnons. 6- préférer de vivre avec le strict minimum ne veut pas dire rester sans travail, l’équation qui permet de vivre sur terre veut qu’il y ait plus de production et moins de consommation.
الوظيفة الدلالية لمصطلح (الظاهر) لدى الإمام الشريف التلمساني (ت 771 هـ)

الملخص: يسعى هذا البحث إلى مكاشفة أمرين: الأوّل إبراز الوظيفة الدلالية لمصطلح الظاهر في مقاربة الخطابات والنصوص، والثاني: استحضار تصور أحد أعلام الجزائر وأقصد الشريف التلمساني، بإظهار منهجه في كيفية التعامل مع الاحتمالات الدلالية التي تطرأ على الخطاب. Résumé: Cette recherche vise à forcer une confrontation de deux choses: la première à mettre en évidence la fonction sémantique de l'approche à long terme apparente dans les discours et les textes, et la deuxième: évoquer la perception d'un seul, et je veux dire les drapeaux de l'Algérie Sharif Tlemceni montrant son approche dans la façon de traiter avec des possibilités sémantiques qui se produisent au discours.
تحديات الإعلام الجديد وسبل حماية الشباب المسلم من أخطارها

الملخص: يأتي هذا البحث لمعالجة إشكالية أهمية الاستفادة من وسائل الإعلام الجديد والتحديات التي تواجه الشباب المسلم، وكيف يمكن مجابهة مخاطر هذه التحديات؟ وقد ارتسمت خطة البحث في ثلاثة مباحث؛ تناولت في الأول حقيقة مصطلح الإعلام وبينت أنه يرجع إلى مفهومين عام وخاص، ثم عرجت على العلاقة بينه وبين الإعلام التقليدي من خلال إبراز خصائصه والوسائل المتنوعة التي يستخدمها والأهمية الكبيرة التي تكتسيها هذه الوسائل في اختزال الوقت واقتصاد المال وسرعة الفعالية، ووقفت على أن فئة الأطفال والشباب هم أكثر استخداما وبنسبة عالية لهذه الوسائل ما يجعلهم يواجهون مجموعة من التحديات الخطيرة ـ هي موضوع المبحث الثاني ـ التي تهددهم في حياتهم وتعبث بمستقبلهم؛ في مقدمتها طمس الهوية الإسلامية بكل مكوناتها العقائدية والثقافية، والقضاء على الأخلاق الحميدة بنشر الإباحية والدعوة إلى شيوع الرذيلة والتشجيع على ممارستها باسم الحرية الجنسية، بالإضافة إلى بث ثقافة الإجرام والإرهاب واستقطاب فئة الشباب لاستغلالهم في تنفيذ الأعمال الإرهابية وتشويه صورة الإسلام والمسلمين في العالم. فبالنظر إلى كل هذه السلبيات المنفرة من جهة والإيجابيات المبهرة من جهة أخرى، كان لزاما التفكير جيدا في رسم استراتيجية واضحة، تكفل للشباب المسلم التوظيف الأمثل والأفيد لهذه الوسائل من جهة، وتجنيبهم مختلف الأضرار والمخاطر من جهة ثانية، وأحسب أن تعزيز دور وسائل الإعلام المحلية على تنوعها، وترشيد المناهج والبرامج في المؤسسات التربوية، وتكثيف العمل الجمعوي بالإضافة إلى تطوير الخطاب المسجدي والدعوي أهم محاور هذه الاستراتيجية والتي هي موضوع المبحث الثالث. وقد خلص البحث إلى مجموعة من النتائج؛ منها ضرورة الاستفادة واستغلال وسائل الإعلام الجديد في مواجهة تحدياته وحماية الشباب المسلم من أخطارها. Abstract : The present study was an attempt to investigate the importance of taking advantage from the new media, the challenges facing Muslim youth and how we can counter the risks of these challenges? The research consists of three sections. The first section will, therefore, defines the concept of media, discusses its broad and narrow meaning, determines the relation with the traditional media by highlighting its main characteristics, the various means it uses and the great importance that distinguishes these means in gaining time, economizing money and Speed efficiency. The main findings which are provided in the second section show that children and young people are the most widely used to these means and in high proportion. This is what makes them face a range of serious challenges which threaten both their lives and their future, on the top of it, the obliteration of the Islamic identity with all its ideological and cultural components, the elimination of good ethics, the spreading of pornography by calling for the prevalence of immorality and encouragement to exercise sexuality on behalf of sexual freedom. It is hoped that this discussion will enlighten the dissemination of the culture of criminality and terrorism and the attraction of young people for exploiting them in the implementation of terrorist acts and the distortion of the image of Islam and Muslims in the globe. Thus, the prime concern of this paper is to provide extensive discussion about drawing a clear strategy to ensure optimal and useful employment of these means for Muslim youth, from one side, and avoiding them various damages and risks from another side, by looking at all repellent drawbacks and impressive positive aspects. This is discussed in the third section which summarizes also the most important aspects of the paper that aim at strengthening the role of different local media, discusses the significance of the preaching sermon of the mosque, precept of Curricula and programs in educational institutions, in addition to the intensification of associative work. Based on the findings, it can be concluded that a number of important results indicated the importance of good exploitation and taking advantage of the new media; facing its challenges and protecting Muslim youth from its risks.
تحليل المضمون القرآني - وصية لقمان أنموذجا -

ملخص: يُعتبر القصص القرآني من الأساليب التربوية التي تصبو إلى تربية النشء عبر غرضي الموعظة والإرشاد، وذلك بالعودة إلى القرآن الكريم بما يحويه من دروس يُهتدى بها. ولهذا الغرض، قمت بتوظيف تقنية تحليل المحتوى لتحليل قصة لقمان المتضمنة لمجموعة من الوصايا التي وجهها لابنه بغية توجيهه إلى انتهاج سلوك تربوي سليم، بتحديد نسق من القيم يترجم علاقته مع الخالق ونسيج من العلاقات الاجتماعية تتحدد من خلالها مجموعة من الواجبات مع الآخرين. وقد استخدمت لهذا الشأن مجموعة من الفئات المتمثلة في: الموضوع، الأهداف، القيم وأساليب تحقيق الأهداف. والهدف من هذه الدراسة هو اقتراح نموذج تربوي للمربين يصلح لكل زمان وفي كل مكان. Abstract: This study aims to undrestand coranic stories, and to analyse Lokman story represented in commands and to discover how he convinced his son. At the beginning, we identified four categories: the subject, the values, the aims and the means of persuasion. Thi study aims to identify a model behavior with god and with the others for establishing social relations based on the set of values. We concluded this research by suggesting this story as an educational model for our children.
تقويم المهارات التعليمية الأساسية لمعلمات رياض الأطفال (دراسة ميدانية على معلمات رياض محلية أمبدة- أمدرمان)

ملخص: هدف البحث إلى التعرف على درجة توافر المهارات التعليمية الأساسية العامة لدى معلمات رياض الأطفال بمحلية أمبدة. حيث اتبع الباحثان المنهج الوصفي لعينة بلغ عددها 125 معلمة مثلت 10% من مجتمع البحث البالغ 563. تم اختيارها بالطريقة العشوائية البسيطة، كما استخدمت الاستبانة كأداة لهذا البحث وتمت معالجة البيانات عن طريق البرنامج الإحصائي SPSS، حيث استخدمت معادلة ألفا كرونباخ وتم استخراج قيم (ت) واختبار بيرسون لإيجاد الارتباط واختبار انوفا لإيجاد التباين الأحادي لمعرفة الفروق. Abstract: The research aims to identify the degree of availability of basic educational skills to the public kindergarten teachers in locality of "Ombdah", where researchers follow a descriptive approach to a sample of the 125 teacher represented 10% of the research community of 563. Have been selected randomly Mini، also used the questionnaire as a tool for this research and has been processed data by the statistical program SPSS، where the equation was used Alpha Cronbach was extracted values (v) and test Pearson to find a link and test the Anova.
