Item Political Opposition In Algeria A Frustrated Hope(المجلة الجزائرية للأمن والتنمية, 2017-01-01) L Bouande, Youcef; Ziani, SalahThe position of opposition parties in Algeria’s national elections before and during Bouteflika’s presidency is hardly examined in studies of democratization in Algeria. The paper considers this problem by focusing on two interrelated issues. Firstly, before Bouteflika’s presidency, political opposition had produced only a limited increase in systematic re-organization of political parties and credible political programmes that prepare opposition parties and figures for democratic government. Secondly, regardless of the nature and quality of participation by political parties and their competition in parliamentary and presidential elections during the presidency of Bouteflika, opposition political parties have continued to be ineffective in presenting alternative political programmes to the president and his party, and they suffer from fragmentation. The paper assesses through comparison between the two periods how political opposition in Algeria has failed to carry out its role as a political counterweight to Bouteflika and before him to the military. The key conclusion is that the performance of Algeria’s opposition parties indicates that the multiparty system that emerged in the late 1980s is still weak, which makes democratic progress largely slow.Item نحو مقاربة جديدة للأمن البيئي و تحقيق التنمية المستدامة في الجزائر(المجلة الجزائرية للأمن والتنمية, 2017-07-15) طواهرية, منىلم يعد يقتصر مفهوم الأمن على أمن الأرض و حماية حدود الدّولة من العدوان الخارجي فحسب،إنما أصبحت له مفاهيم حديثة ارتبطت في الآونة الأخيرة بتهديدات بيئية خطيرة جعلت من البيئة اليوم قضية وطنية،وبسببها أعيد تعريف الأمن ليظهر مفهوم الأمن البيئي كبعد من أبعاد الأمن الإنساني و كبعد أساسي في الأمن الوطني. و لأجل تحقيق هذا المسعى،شرعت الجزائر كغيرها من الدول في اتخاذ جملة من التدابير الإصلاحية و التشريعات المنظمة للبيئة و سبل حمايتها سعيا منها لتعزيز الأمن البيئي الذي يعد مفتاح التنمية المستدامة كآلية لضمان حق المواطن في بيئة سليمة و آمنة باعتباره ينبثق عن حقوق الإنسان الأساسية. و عليه فإن ورقتنا البحثية هذه تهدف للكشف عن حقيقة العلاقة الترابطية بين البيئة و الأمن على اعتبار أن الأمن البيئي أضحى محورا رئيسيا لأمن الإنسان في حاضره و مستقبله و عنوان تنميته الدائمة و هو الهدف الذي تسعى الجزائر إلى بلوغه تحقيقا للتنمية المستدامة المرجوة،و عليه تأت إشكالية بحثنا على النحو الآتي:ما المقصود بالأمن البيئي؟ أين وصلت الجهود الوطنية في حماية البيئة؟و كيف يمكن للجزائر بناء مقاربة جديدة للأمن البيئي تحقيقا للتنمية المستدامة؟ .no longer limited concept of security on the security of the earth and the protection of the borders of the state from external aggression, it had become a modern concepts related in recent serious environmental threats made the environment today is a national issue, and because of the definition of a Security Council to show the concept of environmental security as a dimension of human security and an integral dimension in national security. And in order to achieve this endeavor, Algeria has begun, like other states in the reform measures and legislation regulating the environment and ways to protect them in an effort to promote environmental security, which is the key to sustainable development as a mechanism to ensure the right of citizens to a healthy environment and safe as stems from the basic human rights. The present paper, this research aimed to discover the truth about the interrelationship between the environment and security, considering that environmental security is becoming a major hub for human security in the present and the future and address the permanent development and is the goal to which Algeria seeks to attain the desired sustainable development, and come problematic discussed as follows: What is environmental security? Where have the national efforts in the protection of the environment? And how can Algeria to build a new approach to environmental security for sustainable development?
