المقاربة الجزائرية لتسوية الأزمة الليبية في ظل التحديات الراهنة

تهدف هذه الدراسة إلى تسليط الضوء على محاور ومضامين المقاربة الجزائرية لحل الأزمة الليبية الراهنة، المنسجمة أساسا مع مبادئ سياستها الخارجية، عبر التركيز على مبدأ الحوار والتأكيد على الحلول السلمية، ورفض كل أشكال التدخل الأجنبي، لقد تم هندسة بحثنا بالاعتماد على المنهج الوصفي والتاريخي و النظمي، ما مكننا من الوصول إلى نتائج ترتبط بمرتكزات المقاربة الجزائرية لحل الأزمة الليبية الراهنة، والقائمة أساسا على ترك السلاح والجلوس إلى مائدة الحوار، لإيجاد حل توافقي يضمن تسوية الأزمة الليبية الراهنة، بما يضمن إستقرار الدولة الليبية، على الرغم من وجود عدة تحديات داخلية وخارجية . This study aims to shed light on the contents of the Algerian approach to resolving the current Libyan crisis, which is basically consistent with the principles of its foreign policy, by focusing on the principle of dialogue and emphasizing peaceful solutions, and rejecting all forms of foreign intervention, Our research has been engineered by relying on the descriptive ,historical and systemic approach, which enabled us to reach results related to the foundations of the Algerian approach to resolving the current Libyan crisis, which is based mainly on abandoning arms and sitting at the dialogue table , to find a consensual solution that guarantees the settlement of the current Libyan crisis, in a manner that guarantees the stability of the Libyan state ,although there are seval internal and external challenges.
الصناديق الدولية للتعويض كآلية لإصلاح الأضرار البيئية الناجمة عن نشاط السفن

تهدف هذه الدراسة إلى تبيان الدور الذي تلعبه صناديق التعويض في تغطية الأضرار البيئية الناجمة عن نشاط السفن، في حالة عدم تمكن آليات المسؤولية التقليدية من إصلاح الضرر، ذلك من خلال الانطلاق من الإشكالية التي فحواها: ما مدى فعالية الصناديق الدولية للتعويض كآلية مكملة لقواعد المسؤولية المدنية في تغطية الأضرار البيئية الناجمة عن نشاط السفن؟ وقد خلص هذا البحث إلى مجموعة من النتائج، ومن ذلك، أنّ صناديق التعويض على الرغم من الدور الذي تلعبه في مجال تغطية الأضرار البيئية الناجمة عن نشاط السفن، إلا أنه تشكل في الوقت ذاته عبئا على عاتق المحتملين مما يفرض ضرورة تحقيق توازن بين مصلحة المضرور في الحصول على حقه في التعويض وبين العبء المالي الملقى على عاتق الشخص الملوث. This study aims to show the role that compensation funds play in covering environmental damages resulting from ship activity, in the event that the traditional liability mechanisms are unable to repair the damage, by starting from the problematic they covered: How effective are international compensation funds as a complementary mechanism to civil liability rules In covering the environmental damage caused by ship activity? This research concluded with a set of results, including that compensation funds, despite the role they play in covering environmental damage resulting from ship activity, are at the same time a burden on the prospects, which imposes the need to strike a balance between the interest of the injured in the Obtaining his right to compensation and the financial burden placed on the polluted person.
معوقات الإدارة بالمشاركة وأثرها على الالتزام التنظيمي

تهدف هذه الدراسة إلى معرفة أثر معوقات الإدارة بالمشاركة على الالتزام التنظيمي من وجهة نظر العاملين بمديرية التجارة لولاية جيجل، حيث تم استخدام المنهج الوصفي والمنهج التحليلي في توضيح الجانب النظري والميداني للدراسة، و قد تم الاعتماد على الإستبانة من أجل تحليل عينة الدراسة البالغ عددها 220 موظفا، ولتحليل البيانات تم استخدام برنامج الحزم الإحصائية للعلوم الاجتماعية (SPSS) والذي من خلاله تم الاعتماد على مجموعة من الأساليب الإحصائية، كما توصلت نتائج الدراسة إلى وجود مستوى معوقات الإدارة بالمشاركة ومستوى الالتزام التنظيمي غير مرتفع بالمديرية محل الدراسة، كما توصلت الدراسة إلى وجود مستوى غير مرتفع لمعوقات الإدارة بالمشاركة و الالتزام التنظيمي، كما يظهر أن هناك أثر سلبي لكل من معوقات الإدارة بالمشاركة على الالتزام التنظيمي لدى العاملين والموظفين بمديرية التجارة بولاية جيجل. This study aims to find out the effect of participatory management constraints on organizational commitment from the point of view of the employees of the Trade Directorate of the State of Jijel, where the descriptive and analytical approach was used, and the questionnaire was distributed on 220 employees. The results of the study found that there is a level of participatory management impediments and the level of organizational commitment is not high in the directorate under study, and also found a non-high level of participation and commitment management impediments, and it appears that there is a negative impact of each of the management impediments to participation on the organizational commitment of employees In the Directorate of Commerce in the state of Jijel.
الممارسة النقابية المستقلة وحرية العمل النقابي المطلبي في ظل التحولات الاجتماعية الراهنة

إنّ الهدف الأسمى من الدّراسة يتمثل في كشف واقع الممارسة النّقابية المستقلة في ظل التّحولات الاجتماعية الرّاهنة في الجزائر، من خلال التّركيز على مبدأ حرية العمل النّقابي المطلبي وإبراز أهم الأساليب المنتهجة من طرف السلطة قصد إضعافها للممارسة النقابية المستقلة. إنّ طبيعة الموضوع فرضت علينا تطبيق المنهج الوصفي بهدف وصف الظاهرة الاجتماعية المدروسة بشكل علمي منظم من خلال استعمال الأدوات المنهجية المتمثلة في: الملاحظة، الاستمارة و المقابلة. وكنتيجة عامة للبحث يمكن القول أن التّنظيمات النقابية المستقلة خلال العشرية الأخيرة واجهت مختلف أساليب وأشكال القمع والتضييق من أجل تحقيق ديمومتها واستمراريتها. The aim of this study is to expose the reality of independent union practice in light of the current social changes in Algeria. It focuses on the principle of freedom of demand for union action. In addition, it reveals the authority’s adopted policy to weaken its demands. The topic's nature follows the descriptive approach that describes the social phenomenon scientifically using: observation, form and interview. The study showed that independent union organizations faced various forms of oppression and restrictions during the last decade in order to achieve their permanence and continuity.
تداعيات الأزمة الأوكرانية على النفوذ الروسي في المنطقة الأوراسية

شهد النظام الدولي بسقوط جدار برلين ونهاية الحرب الباردة توجها جديدا نحو تثبيت القيم الغربية الليبرالية والسير نحو نهج أمركة العالم ليصبح على نمط واحد، يحمل شعارات الديمقراطية وحقوق الإنسان. كما شهد غياب أحد أهم أقطابه الأساسية المتمثل في الاتحاد السوفيتي السابق، الذي خلفته روسيا كوريث شرعي. وبما أن الفضاء الأوراسي يشهد في الوقت الراهن تصارع وتنافس القوى الكبرى، واستنادا إلى تعبير المنظر الروسي ألكسندر دوغين؛ فإن الأهمية التي تتمتع بها أوكرانيا في الرقعة الأوراسية هي سبيل روسيا في استعادة النفوذ الأوراسي. دور شركات التأمين في تعزيز السلوك الآمن لدى السائقين - للحد من حوادث المرور

تعد حوادث المرور من أهم التحديات التي تواجه اقتصاديات الدول وأمن مواطنيها ويرجع السبب في وقوعها بالدرجة الأولى إلى العامل البشري بنسبة 99 %، وإن تضافرت معه عوامل أخرى بيئية وتقنية وحتى قانونية، وتعد شركات التأمين المتضرر الأكبر من تفاقم هذه الظاهرة، بالنظر إلى أنها الهيئة المنوطة بدفع التعويضات عن الأضرار التي تتسبب فيها المركبات المؤمن عليها، وعلى هذا الأساس يقع على عاتقها مسؤولية تعزيز السلوك الآمن لدى السائقين المؤمنين لديها للحد من حوادث المرور ، وذلك باتخاذها جملة من الإجراءات والتدابير الوقائية والعملية و الردعية و التحفيزية. Traffic accidents are one of the most important challenges that face countries’ economies and citizens’ security; the reasons behind them are 99% human factors in addition to other environmental, technical and even legal factors. Insurance companies are the most affected from the aggravation of this phenomenon, being entitled to pay compensation for damages caused by insured vehicles, and on this basis, it is their responsibility to enhance the security behavior of insured drivers to reduce traffic accidents, by taking a number of preventive and practical and deterrent measures.

Le présent article vise à mettre la lumière sur une partie intégrante dans le processus d’enseignement/apprentissage des langues étrangères ; qui est " la notion d’erreur langagière". Cette notion qui demeure cependant floue, pour deux raisons principales : l’impression d’évidence qui lui est attachée au premier abord et sa grande complexité pour qui cherche à la cerner plus précisément. Et de ce fait, le présent article tentera de répondre à des questionnements relatifs aux erreurs langagières. Comment peut-on les définir ? Pour quelles raisons les erreurs sont-elles commises par les apprenants ? Quel statut attribue-t-on à l’erreur langagière dans l’enseignement des langues étrangères en Algérie?Y-t- il une relation entre le type d'erreur et la façon d'y remédier?
أثر عمليات إدارة المعرفة في تحسين جودة خدمات النقل

تبحث هذه الدراسة عن مدى تأثير عمليات إدارة المعرفة في تحسين جودة خدمات النقل بمؤسسة استغلال الترامواي -سيترام قسنطينة-، ولهذا السبب تفترض هذه الدراسة أنه يوجد أثر إيجابي لعمليات إدارة المعرفة في تحسين جودة خدمات النقل من خلال دراسة الحالة الخاصة بنا، وقد تم استخدام الاستبيان وتوزيعيه على عينة من الموظفين وقد خلصت الدراسة بعد المعالجة بواسطة برنامج التحليل الإحصائي SPSS الى انه يوجد علاقة ارتباط أثرية بين عمليات إدارة المعرفة وتحسين جودة خدمات النقل في المؤسسة. This study examines the impact of knowledge management processes in improving the quality of transport services at the Tramway Exploitation Corporation - Setram Constantine. Therefore, the hypothesis assumes that knowledge management processes have a positive impact in improving the quality of transport services through studying our case. The questionnaire was used and distributed to a sample of employees. Thus, the study after a processing by the Statistical Analysis Program (SPSS) concluded that there is a correlation impact between knowledge management processes and the quality of transport services in the corporation
جيوبوليتيك النفط في الجزائر وتحديات الانتقال إلى إستغلال الطاقات المتجددة

تهدف هذه الدراسة إلى تحليل الواقع الجيوبوليتيكي للنفط في الجزائر وإبراز الرهانات الجيوإستراتيجية والتحديات التي تواجهها نحو الإنتقال إلى استخدام الطاقات المتجددة، إذ أصبح من الضروري التفكير في سياسة طاقوية جديدة على ضوء الموارد الطاقوية غير الأحفورية التي تتمتع بها الجزائر، و تمكن من الدفع بالتنمية الاقتصادية الوطنية دون المساس بالمقدرات الطبيعية الناضبة. وعليه تتوخى الدراسة بداية بتحديد جيوبوليتيكا النفط في الجزائر، ثم تحليل التصور البديل للطاقات المتجددة والتعرض إلى رهانات الجزائر من جراء تبني سياسة الانتقال الطاقوي في ظل اتجاه كثير من دول العالم إلى اعتماد الطاقات المتجددة كإستراتيجية طاقوية تفرض تحديات أمام الطاقات الأحفورية إستكشافا وإنتاجا وتسويقا. This study aims to analyze the geopolitical reality of oil in Algeria, highlight the geostrategic stakes and the challenges it faces towards the transition to the use of renewable energies. It has become necessary to think about a new energy policy in light of the non-fossil energy resources that Algeria enjoys, and it was able to advance national economic development without prejudice to the depleted natural resources. Accordingly; The study aims at first by identifying the geopolitics of oil in Algeria, then analyzing the alternative vision of renewable energies, and exposing the bets of Algeria as a result of adopting an energy transition policy in light of the tendency of many countries of the world to adopt renewable energies as an energy strategy that poses challenges to fossil energies in exploration, production and marketing.
دور المحميّات الطّبيعيّة ّفي تّنمية السّياحة البيئيّة المستدامة في الجزائر

تهدف هذه الدراسة إلى تسليط الضوء على مساهمة المحميات الطبيعية ومنها الحظيرة الوطنية لثنية الحد في تنشيط السياحة البيئية المستدامة في الجزائر بالاعتماد على المنهج الوصفي، ودراسة حالة، ومقاربة الاستدامة عبر الاستثمار السياحي المستدام للمناطق المحمية، لإيجاد بدائل تنموية جديدة وترشيدها، في ظل علاقة تربط مقاربة الأمن والتنمية، لامتلاك الحظيرة على إمكانيات تؤهلها لأن تصبح قطبا سياحيّا، لنستنتج أنّ للمحميات الطبيعية دوراً في تنشيط السياحة البيئيّة بوضع استراتيجيات للانتعاش الاقتصادي، ولتحقيق التوازن والأمن البيئي. This study sheds light on nature reserves contribution; including theinet El-Had park in promoting sustainable ecotourism in Algeria reliant on the descriptive method, case study; the sustainable approach through tourism investment for the protected areas to find new development alternatives and use them; in the context of a relationship that links an approach to security and development. The park owns the possibilities that qualify it to become a tourist attraction. To conclude, nature reserves have a role in simulating ecotourism by developing strategies for economic recovery, for a balance and environmental security.
Le Développement Récent Du Secteur Agricole En Algérie à Travers L’analyse Des Filières Stratégiques

Le secteur agricole en Algérie a bénéficié durant ces deux dernières décennies (2000-2020), d’une politique agricole favorisant l’investissement. L’application de cette politique a encouragé la production dans les filières stratégiques, particulièrement les céréales et lait. Dans cet article, nous allons voir comment a évolué le secteur durant cette période. Grâce à l’exploitation des données collectées auprès des organismes publics, notamment le Ministère de l’agriculture, nous allons revenir sur la place du secteur agricole dans l’économie nationale, de l’évolution de la production céréalière et de la production laitière. De l’analyse, il ressort l’enregistrement des résultats appréciables pour tous les indicateurs pris en considération. Toutefois, ces performances n’ont pas permis la réalisation de la sécurité alimentaire.
إسهام شبكات التواصل الإجتماعي في إتصال الأزمة و سمعة المؤسسة قراءة تحليلية في نماذج عملية عالمية

تهدف هذه الدراسة إلى التعرف على دور شبكات التواصل الاجتماعي في إدارة الأزمة اتصاليا، وأثر هذه الإدارة على سمعة المؤسسة تحت مسمى إدارة السمعة الرقمية أوقات الأزمات، فقد غيرت شبكات التواصل الاجتماعي في معالم المشهد الإعلامي الخاص بإدارة الأزمات، نظرا لما تتمتع به من مزايا وخصائص تؤهلها للقيادة والتوجيه، ذلك أنها ساعدت المؤسسات لبناء ترسانة اتصالية واقية تتفادى بها الوقوع في أزمات ومحاولة ترميم وإعادة إصلاح سمعتها السيئة من جراء وقوعها فيها. وقد توصلت الدراسة لنتائج أهمها: لشبكات التواصل الاجتماعي دورا فاعلا في اتصال الأزمة لما تتميز به من تقنيات تكنولوجية مؤثرة، حيازة المؤسسة على إستراتيجية اتصالية رقمية فعالة تتيح لها التعامل بأريحية مع معطيات الأزمة، كما أنها تسهم في ترميم سمعة المؤسسة المتضررة جراء الأزمة. This study seeks to recognize the role of social networks in managing crisis communicatively, and the effect of this management on organization reputation by the name of e-reputation management in crises Communication, social networks has changed media landscape Milestones of crises management, Due to its advantages that qualify it for leadership and direction, because it helped the organization to build a protective communication arsenal by avoiding crisis to restore and repair their bad reputation . The study found: Social networks have an effective role in crisis Communication for its influential technological technique, The organization has an effective digital strategy allow it to comfortably deal with crisis data, contribute to restoring organization reputation affected by crisis.
القوة الناعمة في العلاقات التركية الجزائرية

الأحزاب السياسية في المنطقة العربية

تسعى الدراسة للوقوف على أهم عناصر الأزمة البنيوية للأحزاب السياسية في المنطقة العربية، وفق مقاربات تبحث في الامتداد التاريخي للأزمة ودور النظام السلطوي في تعطيل العمل الحزبي، إلى جانب الموروث الثقافي للمجتمعات العربية الذي يرفض في العمق الثقة في العمل الحزبي، بما أسهم في بناء تعددية حزبية فشلت في أن تكون جزء من تعددية سياسية، وفي تجاوز مختلف الأمراض التي تنخر الجسم السياسي. وكيف ساهم ذلك في ضٌعف فاعليتها السياسية والتنظيمية وكذا انحسار تأثيرها في المنعطفات التاريخية الكبرى. Abstract: The study aims at identifying the most important elements of the political parties' structural crisis In the Arab region, according to approaches, it examines the historical extension of the crisis and the role of the authoritarian regime in disrupting partisan action. التحليل الجيوبوليتيكي للتنافس الأمريكي الروسي في منطقة الشرق الأوسط

تبحث الورقة التحليل الجيوبوليتيكي للتنافس الأمريكي الروسي في منطقة الشرق الأوسط، و ذلك بالتطرق إلى البعد الجيوستراتيجي المعتمد من قبل القوتين في النزاع السوري، من خلال الاعتماد على فرضيات الجيوبوليتيكا الكلاسيكية القائلة بالتنافس المباشر على المجالات الحيوية ( البر، البحر، الجو)، و طروحات الجيوبوليتيكا المعاصرة القائمة على توسيع مجالات التنافس إلى الفضاءات السبرانية، الهوية، المنظمات الدولية، البعد الاقتصادي . و نخلص إلى أن التحليل الجيوبوليتيكي يزودنا بالقدرة التفسيرية الكافية لطبيعة التفاعل الأمريكي الروسي من خلال مجريات الأحداث في منطقة الشرق الأوسط و خاصة في سوريا Based on the classic geopolitical hypotheses of direct rivalry over vital areas (land, sea, and air), the present paper undertakes a geopolitical analysis of the US-Russian rivalry in the Middle East, by addressing their geostrategic in the Syrian conflict. The research also considers contemporary geopolitics based on the expanding fields of rivalry to cyber spaces, identity, international organizations, and economy. The study concludes that the geopolitical analysis provides an ample understanding of the American-Russian interaction with the events in the Middle East, particularly in Syria.
التبليغ الرسمي المدني - أحكامه وآثاره

يعتبر التبليغ الرسمي الإجراء القانوني الأصيل الذي بموجبه يمكن للشخص إعلام الغير بأنه محل مطالبة قضائية، فهو تكريس لحقوق الدفاع يسمح للمدعي عليه بحق الرد والدفاع عن نفسه، فبموجب هذا الحق يجب أن تكون الخصومة القضائية وكافة إجراءاتها في مواجهة أطرافها، بل إن القاضي لا يمكنه الفصل في الدعوى المطروحة أمامه على نحو يبعد الشبهة عن عمله، إلا إذا احترم مبدأ المواجهة، عبر الوقوف على شروط التبليغ الرسمي، ما يجعل أطراف الخصومة على اطلاع دائم بكل إجراءاتها، فالتبليغ كإجراء محدد يجب على كل من يريد اللجوء إلى القضاء والدفاع عن حقوقه أن يلتزم بشروطه، بدءا بالمحضر القضائي إلى غاية تقديمه للقاضي المعروض عليه النزاع، الذي بدوره يبسط رقابته عليه تأكيدا لوجاهية المحاكمة وتفاديا لإشكالات تتجسد في حكمه، فهو يعبر عن جوهر منطقي وفيه التصريح الأمثل لعلنية المحاكمة التي لا يمكن تجسيدها إلا باحترام إجراءات واليات التبليغ الرسمي من قبل كافة أطراف الدعوى. L’article met l’accent sur l’avenir de la justice pénale internationale face aux menaces de retrait des pays africains de la Cour Pénale Internationale. L’action menée par la cour pénale ces dix dernières années produit des résultats qualifiés contraires aux principes fondamentaux du droit pénal international tels que la crédibilité et l’impartialité de cette institution. Cet article propose des solutions de sortie des crises entre la cour pénale internationale et l’union africaine, en vue d’une réforme de la cour pénale internationale pour que cette dernière devienne plus efficace pour atteindre ses objectives de justice et pour s’éloigner de toute accusation.
تنمية المناطق الحدودية كمدخل لتفعيل مشروع التكامل المغاربي

شهد حقل الدراسات الإدارية زيادة كبيرة في الاهتمام بالمجالات المتعلقة بمكافحة الفساد الإداري والوقاية منه في الإدارة العمومية. ولهدا كان هناك تركيز كبير في العديد من البحوث و الدراسات الأكاديمية، في البحث عن سبل ايجاد آليات وحلول حقيقية لمعالجة أهم المعضلات الأخلاقية والمتعلقة بأهمية تفعيل الجوانب الأخلاقية في مكافحة الفساد الإداري. لذا فالهدف من هذه الدراسة استعراض الآثار الأساسية لتطبيق مبادئ أخلاقيات الإدارة العمومية في الجزائر من أجل تعزيز قيم الشفافية والمساءلة والنزاهة كمبادئ للحوكمة الإدارية . The field of Administrative studies has witnessed a great interest in fighting and preventing Corruption in public administration. Therefore, there was a considerable emphasis in many researches on how to create an Anti-Corruption mechanisms in order to respond effectively to this dilemma through the promotion of administration ethics. The aim of this study is to review the possible impact and the fruitful outcomes of applying ethics principles in Algerian public administration. with a view to promoting transparency and accountability and integrity as principles of good governance .
معطيات الفقر واحتياجات الأمن في تجمعات الهجرة واللجوء

تقع الهجرة واللجوء ضمن الاهتمامات الإنسانية التي يجري طرحها عالميا، وتساهم أطر التكنولوجيا في نقل معاناة ملايين المهاجرين واللاجئين، خاصة ما تعلق منها بظاهرة الفقر التي تقتضي توصيفا ، وبحثا في التجليات والارتباطات بحالة نقص الأمن، وعلى هذا النحو تطرح هذه الورقة إشكالية التعثر الحاصل في المعالجة الإنسانية للظاهرة، والعجز الدولي عن إدراك التهديدات المرتبطة بالإفقار المطلق للمهاجرين واللاجئين، وتضع فرضية تتضمن العلائقية بين الإهمال الرسمي لمعاناة هؤلاء، وزيادة تكاليف تحقيق الأمن خاصة المجتمعي في البلدان المستقبلة، وتم التوصل إلى جملة من النتائج أهمها: ضرورة المراجعة الشاملة لسياسات الهجرة على نحو شفاف وغير تمييزي، والمعالجة الاستباقية للظاهرة بالإشراف على مساعدات تصل إلى مستحقيها في البلدان المرسلة لآلاف المهاجرين واللاجئين، وانجاح جهود بناء السلام في مناطق النزاع، وإنجاح جهود التحول الديمقراطي والتنمية المستدامة.
