    دلالة المشاركة في النظام القانوني للمرصد الوطني للمجتمع المدني

    تهدف الدراسة إلى تقديم قراءة في المرسوم الرئاسي رقم 21-139 المتعلق بالمرصد الوطني للمجتمع المدني، بغية تحديد مؤشر المشاركة وتمكين فواعل المجتمع داخل المرصد لتحقيق أهداف إنشائه خصوصا ما يتعلق بترقية القيم الوطنية والمواطنة داخل المجتمع، والإسهام في الوعي المجتمعي لتجسيد التنمية الوطنية وفق المقاربة التشاركية، استنادا على منهجية تحليل مضمون المواد لنستخلص في الأخير الدور الإيجابي والمحوري في إنشاء المرصد باعتباره إطارا للحوار والتشاورThe aim of the study is to read in the Presidential Decree No 21-139 related to the National Observatory of Civil Society, in order to determinate the participation indicator and for enabling the actors of society inside the observatory to achieve the objectives of its establishment, especially with regard to upgrading national values and citizenship within society and contributing to community awareness in order to reflect national development on the basis of a participatory approach.
