استرجاع الأموال المنهوبة في الجزائر كمرحلة من مراحل استكمال مسار المصالحة الوطنية

Abstract

يعد مسار المصالحة الوطنية مسارا شاملا ومتعدد الجوانب، خصوصا في الدول التي شهدت صراعات مسلحة بعد استقلالها من الاستعمار، وإذا كان خيار المصالحة الوطنية أساسه البحث عن نسيان خلافات الماضي، والعمل على صناعة مستقبل مشترك آمن ومزدهر، فإن فلسفة المصالحة الوطنية لا تتوقف عند إنهاء الصراع المسلح، وإنما تعمل على معالجة أسباب الصراع وإفرازاته، وإعادة الحقوق إلى أصحابها و تعويض المتضررين في مرحلة ثانية، وتبحث في إرساء سبل ودعائم ترسيخ الاستقرار ووضع آليات لضمان عدم العودة إلى الصراع في مرحلة أخيرة، وفي هذا الاتجاه تأتي هذه الدراسة لتسليط الضوء على نقطة هامة في مسار المصالحة الوطنية في الجزائر، والتي قطعت شوطا هاما في مرحلة استرجاع الأمن والاستقرار، كمرحلة أولى، إلا انها لا تزال متعثرة في مرحلة معالجة الأسباب والمظاهر والإفرازات، خصوصا أن أحد أهم الإفرازات التي يجب معالجتها ومحاربة أسبابها هي ظاهرة الفساد المستشري في مختلف مفاصل الدولة الجزائرية، والذي بلغ مداه أثناء و بعد المأساة الوطنية، ولا مجال هنا للحديث عن محاربة الفساد دون معالجة ملف الأموال التي نهبت أثناء وبعد هذه الفترة، ليبين الباحث في الاخير مدى الترابط بين استرجاع الأموال المنهوبة من الجزائر واستكمال المسار نحو مصالحة وطنية مكتملة ومستقرة. Abstract: The path of national reconciliation is a comprehensive and multifaceted path, especially in countries that encountered armed conflicts after independence from colonialism. If national reconciliation is based upon erasing past conflicts and working to create a safe and prosperous common future, stopping armed conflict would not suffice. In fact, it should rather work on addressing the causes and consequences of the conflict, restore rights and compensate the victims by striving to establish ways to maintain communal stability. Therefore, this study comes to shed light on the important points in the path of national reconciliation in Algeria which have made important strides in restoring security and stability. However, it is still stumbling in the stage of dealing with causes, aspects and repercussions. Moreover, it is imperative to note that one of the most important repercussions that must be addressed herein is the rampant financial corruption at the different levels of the state which reached its pinnacle during and after the national tragedy; a close investigation of the pillaged capital must be conducted. In the end, the researcher will attempt to clarify the relationship between recovering the looted public money and completing Algeria's path towards a complete and stable national reconciliation.
