Abstract

من أهم الإصلاحات القانونية التي عرفتها الجماعات الإقليمية في الجزائر تنظيم التعاون الدولي اللامركزي بإطار قانوني محدد، يؤطر كل اتفاقيات الشراكة والتعاون والتبادل التي تتم بين الجماعات الإقليمية الجزائرية ونظيرتها الأجنبية، وهو ما سيساعد على تفعيل هذه الاتفاقيات والرفع من مستوى كفاءة الإدارة المحلية الجزائرية ويحقق نتائج إيجابية في مجال التنمية المحلية. وعليه تأتي هذه الدراسة لإبراز أهم الشروط والإجراءات التي حددها المشرع وكذا للبحث عن أهم النتائج التي من المفترض أن تحققها هذه الآلية. The organization of international decentralized cooperation within a determined legal framework is one of the most important legal reforms known by territorial authorities in Algeria. It regulates all agreements of association, cooperation and exchange which take place between Algerian territorial authorities and foreign counterparts; what would help to activate such agreements and raise the level of efficiency of Algerian local administration, and achieve positive results in the field of local development. Therefore, this study comes to enlighten the most imperative conditions and procedures determined by the legislator, and to research for the most important results this mechanism is supposed to achieve
