الجباية المحلية ومساهمتها في التمويل المحلي والتنمية المحلية المستدامة دراسة حالة بلدية تازولت ولاية باتنة للفترة (2015-2018)

Abstract

تعتبر الموارد الذاتية للجماعات الإقليمية من أهم مصادر التمويل المحلي وهي المحرك الأساسي في التمويل المحلي المستدام والتنمية المحلية المستدامة وذلك لما تحمله من أهمية كبيرة في تحقيق التنمية سواء على المستوى المحلي أو المستوى الوطني، بحيث تعتبر من أهم مصادر التمويل لمالية الجماعات الإقليمية، لهذا جاءت هذه الدراسة التي سنحاول فيها تسليط الضوء على أهم الموارد الذاتية للجماعات الإقليمية ومدى فعاليتها في التمويل المحلي والتنمية المحلية المستدامة، من خلال دراسة تطبيقية في بلدية تازولت ولاية باتنة للفترة (2015-2018)، وإبراز علاقة الموارد المالية المحلية بالتمويل المحلي وبمشاريع التنمية المحلية، هذا وقد توصلت الدراسة إلى وجود علاقة طردية بين نسبة مساهمة مشاريع التنمية المحلية المستدامة للبلدية ونسبة مساهمة الجباية المحلية، وأن البلدية كجماعة أولى من جماعات الدولة التي تباشر أعمال التنمية المحلية المستدامة وبالنسبة لعوائد الضرائب والرسوم التي تعود إلى البلدية دون سواها فإن عوائد هذه الموارد بالنسبة لبلدية تازولت ضعيفة جدا وذلك لأن معظم الخاضعين لهذه الرسوم لا يدفعون في غياب أعوان التحصيل على مستوى الخزينة.Regional communities' own resources are the most important sources of local finance and they are the main drivers of sustainable local finance and local development because of their great importance in achieving development whether at the local or national level, as one of the most important funding sources for the finances of regional groups, this is where we will try to shed light on the most important resources of regional groups and their effectiveness in local financing and sustainable local development, through an applied study in the municipality of Tazoult, Batna province for the years (2015-2018) highlighting the relationship of local financial resources with local finance and local development projects. The study found a direct correlation between the contribution rate of the local sustainable development projects of the municipality and the contribution rate of the local collection, the revenues of these resources for the municipality of Tazoult are very low because most of those subject to these fees are not paid in the absence of collection agents at the treasury level.
