Abstract

ملخص تهدف هذه الدراسة إلى عرض التجربة السويدية في تحسين السّلامة المرورية، والتي تبيّن من خلالها أن هذه الأخيرة لا تمتلك أكثر الطرقات أمانا في العالم بمحض الصّدفة وإنما جاء هذا الأمر بعد مجهودات كبيرة و فترة طويلة من الدراسات واحداث التغييرات اللازمة في مجال السلامة المرورية، والتي كان الهدف منها الوصول بالحوادث إلى أدنى حد إلى غاية تحقيق صفر وفيات وصفر إصابات خطيرة في المستقبل، كل هذا يندرج ضمن تطبيق النموذج الذي ابتكرته والذي اعتبر هو الأفضل على الاطلاق تحت ما يسمى بـ "الرؤية صفر"، حيث شهدت حوادث الطرق في السّويد وفاة 240 شخص فقط خلال سنة 2023 وهذا يعتبر رقما قياسيا منخفضا رغم تزايد حركة المرور.

This study aims to present Sweden's experience in improving road safety, demonstrating that its roads are not among the safest in the world by mere chance. Rather, this achievement is the result of significant efforts and a long period of studies and necessary changes in the field of road safety. The goal of these efforts is to minimize accidents to the point of achieving zero fatalities and zero serious injuries in the future, all within the framework of the model pioneered by Sweden, deemed the best ever under the concept of "Vision Zero." In Sweden, road accidents resulted in only 240 fatalities in the year 2023, which is a remarkably low record despite increased traffic volume.:
