Abstract

يهدف مقال المواطن الناخب إلى دراسة الشروط القانونية المحددة لاكتساب المواطن صفة الناخب، وتحليل الضمانات التي يوفرها القانون لتحقيق مواطنة الناخب والتي من المحتمل أن تحفزه على المشاركة في التصويت بكل شفافية وحرية دون ضغوطات أو تأثيرات، وتولد لديه الثقة بأن مشاركته في التصويت هي فرصة للاختيار وللتعبير عن خيار، وليست مجرد تصديق على نتائج مضبوطة مسبقا ومعلومة سلفا، وتوصلنا من خلال هذه الدراسة إلى نتيجة هامة وهي أن مواطنة الناخب لا تتحقق بمجرد اكتساب حق الانتخاب؛ بل عندما يتوصل المواطن إلى ممارسة هذا الحق فعليا دون تهميش وإقصاء في كنف الحرية والمساواة .The article aims to study the specific legal conditions for citizenship and to analyze the guarantees provided by the law to achieve the citizenship of the voter, which is likely to motivate him to participate in the vote in full transparency and freedom without pressures or influences. In this study, we have reached an important conclusion that the citizenship of the voter is not achieved once the right to vote has been acquired, but when the citizen has actually exercised this right without marginalization and exclusion in freedom and equality.
