مساهمة النظام اللامركزي في تحقيق التنمية المحلية: نحو بناء البيئة التمكينية

Abstract

تحسين نوعية الحياة للمواطنين المحليين والحد من التفاوتات الجهوية بين مختلف الأقاليم المحلية التي أفرزتها نماذج التنمية ذات الطابع المركزي. هي أهداف تتحقق من خلال تبني نموذج تنموي جديد يتمحور حول ضرورة التركيز على التسيير المحلي للتنمية بإرساء النظام اللامركزي باعتباره أحد أهم النظم في إحداث التنمية المحلية الذي يسمح ببناء حكم محلي يوفر بدوره بيئة تمكينية تُطرح فيها جميع التطلعات المحلية من خلال إتاحة الفرص للطاقات المحلية من هيئات محلية وفواعل غير دولاتية (المواطن- المجتمع المدني- القطاع الخاص) لتكون أكثر تشاركية في إدارة الشأن المحلي. لذلك تبرز أهمية هذه الدراسة من خلال أهمية الحاجة إلى خلق بيئة مواتية لتحقيق التنمية المحلية، كما أنها تهدف إلى تسليط الضوء على أهم المبررات التي تبرر دور النظام اللامركزي في ذلك، وقد توصلت الدراسة إلى الدور الحقيقي للامركزية-التي تعد مطلبا أساسيا- في إحداث التنمية المحلية. من خلال توفير فرصة لبناء حكم محلي تُطرح فيه التنمية من الأسفل يكون أكثر تشاركية واستجابة ومساءلة.Improving the quality of life for local citizens and reducing regional disparities among the various local regoions that have been created by centrally- based development models….these are goels that are achieved through the adoption of a new development model that focuses on the local management of development by establishing a decentralized system as one of the most important systems in local development, which builds local governance, in turn provides an enabling environment in which all local aspirations are raised through opportunities for local capacities from local bodies and non-governmental actors (citizen, civil society, private sector) to be more participatory in local governance. The importance of this study is justified by the need to create an enabling environment for local development, it also aims to highlight the most important justification for the decentralized system.The study foundthe real role of decentralization, which is a basic requirement in bringing about local development by providing an opportunity to build local governance where development comes from below, more participatory and responsive and accountable.
