واقع مناخ الاستثمار في الجزائر بين المؤهلات والمعيقات

Abstract

تهدف هذه الورقة البحثية إلى دراسة و تحليل مناخ الاستثمار الأجنبي في الجزائر و أهم مقوماته و معوقاته و كذا أهم السياسات التي انتهجتها الجزائر لجذب مثل هذا النوع من الاستثمارات، خصوصا تلك التي تكون خارج قطاع المحروقات و ذلك بهدف دفع عجلة التنمية و الرقي بالاقتصاد الوطني ، فعلى الرغم من كل التعديلات التي أجرتها الجزائر في سياساتها و قوانينها الخاصة بالاستثمار نلاحظ ضعف في تدفق الاستثمارات الأجنبية الى الدولة و من خلال هذا البحث سنحلل أهم تلك المؤشرات الخاصة بالمناخ الاستثماري في الجزائر و أهم المعوقات التي تحول دون تدفق هذه الاستثمارات. This paper aims to study and analyze the foreign investment climate in Algeria, and the most important effervescence and its obstacles and as well as the most important policies pursued by Algeria to attract this kind of investments, especially those that are outside the hydrocarbons sector and in order to promote the development and prosperity of the national economy wheel, despite all the amendments made by Algeria in the policies and laws of investing note the weakness in the flow of foreign investment into the country and through this research we will analyze the most important private investment climate in Algeria indicators and the most important obstacles that prevent the flow of such investments .
