البلديات بين محدودية التمويل الذاتي والدعم المالي المشروط وتأثير ذلك على التنمية المحلية

Abstract

يتوقف تجسيد التنمية المحلية بأبعادها المختلفة، على مدى كفاية الاعتمادات المالية المرصودة للبلديات، سواء الاعتمادات الممنوحة لها من قبل الدولة، أو عن طريق مواردها الذاتية، وعلى اعتبار أن هذه الأخيرة لا تكفي حتى لتغطية النفقات العادية، مما يستوجب بالضرورة الاعتماد على الإعانات المالية المقدمة من قبل الدولة لتمويل ميزانيتها، لدفع عجلة التنمية إلى الأمام، ومنه جاءت هذه الدراسة لتسليط الضوء على مدى تأثير هذه الإعانات على دور البلديات في تحقيق التنمية المحلية، وقد خلصت الدراسة إلى انه رغم تعدد المصادر المالية للبلديات، إلا أنها تبقى بعيدة عن تحقيق التنمية المحلية، وذلك راجع إلى محدودية حصيلة الموارد المالية الذاتية رغم تعددها من جهة، وتأثير الإعانات المركزية على اختياراتها التنموية من جهة أخرى. The concept of local development in its various dimensions depends on the adequacy of the financial allocations allotted to municipalities. The funds are either granted to them by the state, or through their own resources, and given that the latter are not sufficient even to cover ordinary expenses, this necessarily requires relying on financial subsidies provided by the government. To help in the further financial growth, this study came to shed light on the impact of these subsidies on the role of municipalities in achieving local development. The study concluded that despite the multiple financial sources of municipalities, they remain far from achieving local development, all of this is due to the limited outcome of internal financial resources on the one hand, and the impact of central subsidies on its progressive choices on the other hand.
