تعتبر الميزانية التشاركية أحد أهم الآليات الحديثة لتجسيد المقاربة التشاركية في صنع القرارات والسياسات العامة، من خلال أداة عملية هي الميزانية العامة للدولة سواء على المستوى الوطني أو المحلي، إذ أثبتت التجارب نجاعة هذه الوسيلة في العديد من الدول في إشراك الأفراد وترشيد السياسات العامة، خاصة مع التحولات المعرفية والانتقال من مفهوم الديمقراطية التمثيلية للديمقراطية التشاركية، ناهيك عن الجهود المتزايدة لإضفاء أكثر شفافية ومساءلة في الحكم، بما يعزز النجاعة والجودة في تقديم الخدمات، إذا توفرت لها أسس صحيحة، مما يساهم في دعم المشاركة المباشرة للمواطن من جهة وتحقيق التنمية الشاملة من جهة أخرى.The participatory budget is one of the most important modern mechanisms that embody the participatory approach in decision-making and public policies, and contribute to improving its output, where various experiences emphasize their importance in many countries to improving community participation and rationalizing public policies, especially with the transition from the concept of representative democracy to participatory democracy, and the increasing work to increase transparency and accountability in governance, which brings efficiency and quality in the delivery of services, this is what contributes to the promotion of direct participation of citizens and the achievement of comprehensive development.
