توازن المصالح الامنية -رؤية مستقبلية

Abstract

تعد المصالح الامنية من الركائز المهمة في النظام الدولي ومن اهم الاولويات بالنسبة لكل بلدان العالم سواء من كانت تتمتع بمقومات القوى الكبرى او التي لا زالت محدودة القوة. فالأمن الدولي وبعد توسع مفهومة وتحوله بفضل العولمة والاعلام الى منعطفات جديدة وتحديات اوسع من السابق فبعد ان كانت التهديدات العسكرية هي الاساسية وان اقتصار الامن هو من هذا المنظار اتت العولمة بضلالها لتلغي الحدود وتجعل العالم قرية صغيرة واحدة الامر الذي دفع بالكثير من التحديدات الامنية لتكون تحديات ليست محلية فقط وانما اقليمية وتتطور تلقائيا الى الدولية فتعد ظاهرة الارهاب الدليل الاوضح على هذا الكلام. دفع هذا التطور في مفهوم الامن الى البحث عن توازن الامن في النظام الدولي وتنوع هذا التوازن في الامن حسب شكل النظام الدولي حيث ان في الاحادية القطبية فان التوازن الامني سيكون غائب تماماً وذلك لسببين الاول هي انها محتكرة للقوة لصالحها وتعمل لمصالحها الشخصية فقط ولا تهتم بمصالح الاخرين. والثاني لا توجد قوة دولية قادرة على تصحيح التوازن لصالح الدول الاخرى.
