التخلف السياسي وتراجع مستوى البناءات الفكرية والمؤسساتية للدولة

Abstract

تعتمد العديد من الدراسات الإقتصادية، على توضيح مفهوم التخلف من خلال ابراز مدى تحقيق هذه الدول لمستوى إقتصادي معين، بالاضافة إلى مؤشرات الدخل العام، بينما تركز الادبيات السياسية على شكل المؤسسات السياسية، ودرجة الوعي السياسي للنخبة، نهيك عن البناء الإجتماعي للدولة، وفق مضامين تتعلق بالمشاركة السياسية والتعقيد المؤسساتي، والفصل بين السلطات، وهذا ما يميز الدول التي حققت معايير التنمية السياسية، والدول التي تظهر فيها سمات التخلف السياسي بشكل واضح، ورغم أن العديد من الدول تسعى للخروج من دائرة التخلف، عبر وضع سياسات تنموية وسياسية، إلا أن اغلبيتها لا ترتقي لمستوى التنمية الحقيقية، كما أن معظم الدراسات التي ركزت على مفهوم التخلف وأبعاده وسماته، لم تتفق في السبب الرئيسي للظاهرة. في هذه الورقة نحاول التركيز على طبيعة البناءات الفكرية في الدول المتخلفة، وتراجع هذه المعايير في مؤسساتها. Abstract: Many economic studies rely on clarifying the concept of underdevelopment by highlighting the extent to which these countries achieve a certain economic level, in addition to indicators of public income, while political literature focuses on the form of political institutions and the degree of political awareness of the elite, not to mention the social structure of the state, according to the contents related to With political participation, institutional complexity, and separation of powers, this is what distinguishes countries that have achieved the criteria for political development, and countries in which the features of political backwardness are clearly visible. In this paper, we try to focus on the nature of intellectual structures in backward countries, and review these standards in their institutions.
