الهجرة العائدة ودورها في تنمية دول المنشأ

Abstract

تهدف هذه الدراسة إلى معالجة أهم الاشكالات الناشئة في العقود الأخيرة والمتعلقة بالهجرة والتنمية خاصة بعد الانطباع المهيمن الذي اتخذته الدول والحكومات عن الهجرة وما يترتب عنها من انعكاسات. ومن هنا تنطلق دراستنا بالبحث عمَا يخلفه المهاجرين العائدين من آثار ايجابية. وخلصت الدراسة إلى الدور التنموي الذي تلعبه الهجرة في دول المنشأ وقدرتها على تدعيم النمو الاقتصادي والاجتماعي للدول وتنمية الأفراد من خلال المساهمات التي يقدمها العائدين من تحويلات مالية ونقل للمعارف والمهارات وابتكار اقتصادي واجتماعي في مجال الصحة والتعليم، مما يتطلب صياغة سياسات وبرامج تمكن هذه الدول من تعزيز هذه المساهمات والقضاء على العراقيل التي تعوق سيرورة عملها. This study aims at addressing the most important issues happened in recent decades related to migration and development especially after the dominate impression that countries and governments have taken about migration and its repercussion . Hence ,our study has started by looking for positive effects of returning migrants. The study concluded that the developmental role played by migration in the countries of origin and the ability to support the economic and social growth of counties, and the development of individuals through the contributions that returning migrants make from the transfers of hard-currency, knowledge, skills, economic and social innovations in the field of healthcare and education, which requires making programs and policies that enable these countries to enhance these contributions and eliminate obstacles that impede the functioning of the proces.s.
