بإيقاعه السريع فرض علينا العصر الحالي تحديات جمة جسدت بصمتها وأثارها في العديد من المستويات والأصعدة، ومجالات الحياة وأنظمتها عامة والنظام التربوي خاصة، ولما كان التعليم من أهم متطلبات تقدم المجتمعات ورقيها، فإن الإصلاحات التربوية في الجزائر ضرورة حتمية تفرضها الحياة الراهنة لمواكبة مستجدات العصر ومواجهة مشكلاته وعقباته، ما يستدعي في تخطيط المناهج التربوية وتطويرها جملة من الإجراءات المطلة على أفاق المستقبل، وتحدياته العميقة من خلال وضع خطة استراتيجية شاملة لمختلف عناصر المنهج المتكاملة وظيفيا، تنطلق من أسس ومعايير ومقومات وطنية حضارية مستوحاة من أصول الواقع، نابعة من الجهود الذاتية تسعى لاستشراف المستقبل بكل تجلياته، وتحقيقا لأهداف مستقبلية متباينة ضمن الحدود والإمكانات البشرية والمادية المتاحة.
