الإدارة الالكترونية: مدخل متكامل لتميز أداء الإدارة العامة

Abstract

لقد شهد الحقل الإداري تغيرا كبيرا في مفهوم الإدارة العامة، وعملا موجها نحو أسلوب تقديم الخدمات يرتكز محوره على تطبيق مبادئ الجودة والتميز، ويعتمد فيه بدرجة كبيرة على التقنيات الحديثة للاتصال وتكنولوجيا المعلومات، خاصة أن المنطق الإداري الحديث أصبح يفترض أن بقاء المنظمات لم بعد يقتصر على تحقيق الأداء فقط، بل بمدى قدرتها على تحقيق التميز على مستوى ذلك الأداء والأكثر من ذلك تطبيقه والحفاظ على استدامته، من هنا تصبح المنظمات المعاصرة مجبرة على تبني أنماط وأساليب إدارية حديثة تمكنها من التكيف مع هذه المعطيات الجديدة، حيث تبرز الإدارة الالكترونية كمدخل فعال ومتكامل لتحقيق ذلك. لذا جاءت هذه الدراسة مسلطة الضوء على الدور الذي تلعبه الإدارة الالكترونية كمحدد أساسي في تحقيق تميز أداء المنظمات الإدارية العامة من خلال تحديد المؤشرات الكمية التي يتم بموجبها تحديد وقياس مستويات التأثير ومنه مستوى نجاحها في الوصول إلى هدفها. The administrative field has undergone a major change in the concept of public administration, as well as the work oriented towards the style of service submission, based on the application of the principles of quality, thus depending on new communication technologies and information, especially that the new logic for the administration, suggests that the survival of the organizations required of it an ability to achieve excellence of these performances, from then on the organizations will be obliged to adopt methods that will allow them to adapt with these new data, and this is where e-aministration will emerge as an effective approach to achieve it. Then a concentrated study came to reveal the importance of the E-Administration as determined and essential to reach the excellence of the level of the performance of the public organizations, through the identification of the quantitative indicators allowing to measure the level of 'influence, this-says level of achievement to achieve their goals.
