دور وسائل الإعلام في بناء سلام ما بعد النزاع: دراسة نظرية.

Abstract

ملخص: تكمن أهمية هذا الموضوع في الطبيعة المعقدة للنزاعات الدولية والآثار المترتبة عليها، والتي تفرض استخدام وسائل متعددة من أجل إنهائها واستئصال جذورها. أثبتت تجارب حل النزاعات الدولية محدودية الطرق التقليدية في القضاء على هذه الظاهرة، مما تطلب إيجاد بدائل وأساليب أخرى من شأنها أن تمنع تجدد قيام النزاعات، وتُعد مقاربة بناء السلام احدى هذه البدائل. في مقابل ذلك، أصبح للإعلام في عصر التكنولوجيا دورا مهما في مرحلة ما بعد النزاع والتعافي من مخلفاته. اذ تبلورت عدة مظاهر للتداخل بين عملية بناء السلام ودور وسائل الإعلام من خلال ترويج الاخيرة لحقوق الإنسان ونشر الوعي في مجتمعات النزاع. كما يندرج هذا الموضوع في سياق الحوار، في نظريات حل النزاعات، حول علاقة وسائل الإعلام بالسلام. وهو يستهدف استكشاف دورها في عملية بناء السلام في احدى اهم مراحل النزاعات الدولية: ما بعد النزاع. ويعتمد المقال على منهج وصفي لدور وسائل الاعلام في بناء السلام من خلال مراجعة الادبيات النظرية المتوفرة حول هذا الموضوع. وفي نهايته، خلص المقال الى مجموعة من النتائج تبين أن وسائل الإعلام أصبحت تلعب دورا مهما في مرحلة في ما بعد النزاعات، حيث تعد عاملا جوهريا في دعم السلام وترسيخه. : Abstract The importance of this subject lies in the complex nature and implications of international conflicts, which require the use of multiple means to end them. The Conflict Resolution experience has revealed the shortfalls of traditional approaches in solving international conflicts due to their complexity. It has, thus, urged researchers to look for new approaches to deal with conflicts. One of the most attracting areas of research is the likely links between Media and Peace which is increasingly becoming an intriguing area in the field of conflict resolution and notably in peacebuilding. Through a descriptive approach, the present article seeks to address the Role of Media in Post-conflict Peacebuilding. It is divided into three sections. The first section deals with the concepts of Peacebuilding and Media. The second addresses the question of the relationship between Media and Peacebuilding activity and the role that Media can play in supporting this activity in the post-conflict phase. Finally, the third section explores the most important approaches to "Peace Journalism". The article concluded with a set of findings showing that media plays an important role in the post-conflict phase through a range of activities which aims at supporting peace.
