الرأي العام الالكتروني وحرية الرأي والتعبير في المجال الافتراضي

Abstract

تعد حرية الرأي والتعبير من أكثر القضايا التي نالت اهتمام الباحثين في عدة مجالات معرفية، لاسيما في الإعلام والاتصال والقانون والسياسة، باعتبارها حقا من حقوق الإنسان الأساسية. وقد ساهمت تكنولوجيا الإعلام والاتصال في ميلاد صيغة جديدة من حرية الرأي والتعبير تمارس في المجال الافتراضي من خلال مواقع التواصل الاجتماعي عبر شبكة الانترنت، بعدما كانت تمارس في صيغتها التقليدية عبر الواقع من خلال التجمعات وما تعكسه الكتابات الصحفية. وقد ساهمت هذه الصيغة الجديدة من حرية الرأي والتعبير –دون رقابة- في تكوين آراء المستخدمين لمواقع الشبكات الاجتماعية حول عدة قضايا في المجتمع، ما ساعد على تشكيل رأي إلكتروني حولها. بناء على ما سبق، تحاول هذه المقالة استعراض عملية تكوين الرأي العام، و أهم القضايا في واقع المجتمع الجزائري التي تم تشكيل رأي عام الكتروني حولها عبر الشبكات الاجتماعية. The freedom of opinion and expression are considered as the most issues that gained the attention of researchers in several fields of knowledge, especially in media, communication, law and politics as basics of human rights. Information and communication technology Contributed in generating a new version of "freedom of opinion and expression" practiced in the virtual world through social networking sites on the Internet, after it had been practiced in the traditional form over reality through gatherings and what was reflected in journalistic writings. This new version of the freedom of opinion and expression have contributed - without supervision - in the formation of the views of the users of social networking sites on several issues in the community, helping to form "an electronic public opinion" around. This article attempts to review the process of formation of public opinion, and the most important issues in the reality of the Algerian society, which were formed in the opinion of mail around through social networks.
