النخبة السياسية الجزائرية ومسألة ازدواجية الجنسية: قراءة قانونية – سياسية وأمنية

Abstract

تحاول الدراسة تسليط الضوء على مسألة إزدواجية الجنسية بالنسبة للنخبة السياسية الجزائرية سواء التي في السلطة أو التي خارجها، بالنظر لما جاءت به دساتير الجزائر على إختلافها وتوضيح كيف أن تكييف القوانين جاء لخدمة النخبة الحاكمة سياسيا رغم أن جل الدساتير تشير إلى عدم جواز مزدوجي الجنسية إعتلاء مناصب سامية في الدولة، إلا أن الواقع يعكس ذلك مما يثير نقاشات قانونية واسعة عن الهدف من منح جنسيات أجنبية للإطارات السامية والإبقاء عليهم في الحكم خاصة الجنسية الفرنسية التي تحمل حساسية تاريخية للشعب الجزائري، ناهيك عن مكانة التحقيق الأمني في هكذا قضايا. The issue of dual nationality for the Algerian political elite, whether in or outside the authority, is contrary to what the Algerian constitutions came in with its different differences and its heavy reliance on adapting the laws came to serve it on the political level, although most constitutions indicate that it is not permissible for dual nationals to hold high positions in the state but that The reality reflects this, which raises wide legal discussions about the goal of granting foreign nationalities to the supreme tires and keeping them in power, especially French nationality, which bears historical sensitivity to the Algerian people.
