الحمـايـة الـوطنيـة والـدوليـة للتـراث الـرقمـي

Abstract

تعتبر اليونسكو وكالة رائدة في مجال ترقية الثقافات، ولبلوغ هدفها أصدرت الميثاق المتعلق بصون التراث الرقمي لعام 2003. ويتمثل هذا الأخير في الرصيد الهائل من الموارد المعرفية التي ينشئها الأفراد ويتقاسمونها اعتمادا على ما توفره نظم المعلوماتية. ويتضمن الميثاق القواعد الكفيلة بحمايته من الضياع، وإتاحته للجمهور، وضمان استمراريته لصالح الأجيال القادمة من خلال التصدي للأخطار التي تهدده بالاندثار أو التشويه أو الانتقاص من قيمته المعرفية. ويقع على عاتق الدول الأطراف التزام عام بإرساء تدابير الحماية من خلال إعداد الاستراتيجيات والسياسات والأطر القانونية والمؤسسية، كما يقع ذات الالتزام على عاتق المجتمع الدولي عن طريق التعاون والشراكات مع التعويل على دور اليونسكو في هذا المجال. UNESCO is a leading agency for the promotion of cultures. To achieve its goal, the Charter on the preservation of the digital heritage of 2003 was created. This expression means the vast quantity of knowledge resources that individuals create and share based on the availability of information systems. The Charter contains rules to protect it from loss, to make it available to the public and to ensure its continuity for the benefit of future generations by addressing the dangers that threaten to distort or diminish its cognitive value. States parties have a general obligation to establish protection measures through the development of strategies, policies, legal and institutional frameworks, and the same is the responsibility of the international community through cooperation and partnerships, counting on the role of UNESCO in this field.
