المقاربة الفيدرالية لحل النزاعات الإثنية: دراسة في التوجهات النظرية

Abstract

تواجه في الغالب الدول المتعددة والمتنوعة إثنيا أزمات ومشاكل متعلقة بتركيبتها المجتمعية، حيث يعد النزاع الإثني أبرزها والذي ينتج لسبب أو لآخر، لهذا فقد دأب الباحثون والمتخصصون في مجال العلاقات الدولية بشكل عام وفي حقل النزاعات الدولية بشكل خاص في فهمها، وكذا البحث عن الحلول اتجاه هاته الإشكالية، ومن زاوية اخرى فقد كانت الفيدرالية من بين الحلول التي تم اقتراحها كآلية ناجعة اتجاه النزاعات الإثنية، وبين الإشكالية المطروحة والحل المقترح ثار عليها نقاش وانقسمت الآراء بين مؤيدين ومعارضين، وقد جاءت هاته الدراسة خصوصا لتبيان مواقع الإختلاف وكذا شرح التوجهات النظرية التي جاءت بهذا الصدد.Mostly, the multiple and ethnically diverse countries they face crises and problems related to their societal structure, where the ethnic conflict is the most notably, which is produced for one reason or another, and for this reason, researchers and specialists in the field of international relations in general and in the field of international conflicts in special for understand it and searching for solutions related to these problematic, and on the other side, federalism was one of the solutions proposed as a useful mechanism for resolving ethnic conflicts, and between the problematic issue and the proposed solution, the debate began and opinions were divided between supporters and opponents, and this study came especially to show points of difference as well as explain their theoretical trends.
