العامل الخارجي في أدبيات التحول الديمقراطي في العالم العربي: قراءة نقدية

Abstract

إن التحول الديمقراطي في العالم العربي أصبح مجرد غطاء له متطلبات أساسية تفرضها نزعة الهيمنة ليس فقط الدولية وإنما صناعة السيطرة على الأفكار، بمعنى إن هناك تأثير للعامل الخارجي ليس فقط على كيفية التحول وإنما على نوعية عملية التحول الديمقراطي. فبالرغم من التراكم الأكاديمي والطفرة الهائلة في الأدبيات المتعلقة بظاهرة التحول الديمقراطي على المستوى العالمي، ووجود العديد من المراكز البحثية المتخصصة والمجلات العلمية المهتمة برصد وتحليل الظاهرة من الناحية النظرية ودراسة حالات ودراسات مقارنة وذلك حتى على المستوى العربي. إلا إن الحلقة المفرغة لعملية التحول الديمقراطي في العالم العربي لا تفرض التساؤل عن مدى تأثير العامل الخارجي فقط، وإنما تستدعي قراءة نقدية للكتابات المتعلقة بدور العامل الخارجي في عملية التحول الديمقراطي والبحث في مدى إمكانية توفيرها لقاعدة بيانات صحيحة خاصة في ظل غياب تطبيقات المنهج الضبابي في هذا المجال. The democratic transition in the Arab world has become just a cover with basic requirements imposed by hegemony not only international but also the industry of control of ideas, in the sense that there is an influence of the external factor not only on how to transform. But on the quality of the process of democratic transition, despite the academic accumulation and the huge leap in the literature related to the phenomenon of democratic transition at the global level, and the presence of many specialized research centers and scientific journals interested Monitoring and analyzing the phenomenon in theory and studying cases. and comparative studies even at the Arab level, but the vicious circle of the process of democratic transition in the Arab world does not force the question of the extent of the impact of the external factor only. but calls for a critical reading of the writings concerning the role of the external factor in the process of democratic transition, and research into the possibility of providing it to a correct database, especially in the absence of applications of the hazy approach in this area.
